The process becamean instrument that allows both the government and thecommunity to overcome their differences and unite behindthe call of social solidarity for resistance and sustainabledevelopment. Not only were the members of the community -especially households in high risk areas - given theopportunity to participate in project activities but also wereable to give valuable suggestions and recommendations forimproving the early warning system and plan evacuation. Thelocal community organizations such as the barangay councilBDCC, seniors organization, Mangin primary school and parishyouth council participated in the project as well.In addition, external organizations were also used to mobilizehuman and material resources as well as fornetworking. These include the Dagupan Water District,Bangus Jaycees, Scouts and Rover and Dagupan Bantay, acoalition of NGOs. These groups were able to participate inpublic awareness campaigns, simulation of floods and drillingthroughout the city and other risk reduction activities.3. Strengthening Organizations and ResourcesAs a pilot community, Mangin has proved to be moreresponsive and efficient. Ultimately it succeeded in pushingtheir activities promoting a culture of safety andpreparedness. Mangin was chosen later, the mode communityl for the staging of flooding simulation throughout the city torespond. Apart from this, the community also received theKalasag prize from the Department of Interior and LocalGovernment for outperformance of other communitiesthroughout the Ilocos region in disaster preparedness. Theadoption of the proposed arrival of CBDRM paved the way forthe strengthening of local organizations BarangayMangin.
