The proposedframework will recognise and reward groups that are making efforts to providemulti-use access to facilities.Capital contributions<strong>Council</strong> is responsible for providing the core components of a pavilion. Often, clubswill request that non-core components such as bars, function areas andgymnasiums be provided. <strong>Council</strong> will not fund these facilities. The clubs may bepermitted to develop the facilities subject to negotiation and agreement with<strong>Council</strong>. <strong>Council</strong> will develop a club contribution policy to guide clubs and <strong>Council</strong> inthis investment process. It is proposed to:develop a Capital Contributions Policy to define how and when a club investmentcan be made, what if any benefits this bestows on the club, and how long the valueof the investment is vested (if at all) with the clubClub developmentFurther work with local sporting clubs is required to improve the management anduse of existing facilities. Club development will result in more effectivemanagement and use of existing sports facilities and promote closer links betweenclubs and their local communities. It is therefore proposed to:work with local sports clubs, which focus on club development, to ensure currentfacilities are managed and used at optimal levels. Particular emphasis will be placedon encouraging local clubs to work more closely with target groups such as newlyarrived residents, juniors, people with disabilities and females.SPORTS FACILITY DEVELOPMENT PLAN45
