However, it is important to note that there are some limitations to partnershipswith local schools. Factors inhibiting access to school facilities are as follows:some of the facilities may not be suitable for competition or even training, withoutinvestment in additional infrastructure (e.g. Lights).some sports, such as netball and tennis, can require a cluster of courts tosuccessfully run a competition. Most school sites may have one or two courts.These can be suitable for training purposes but do not serve as sites that can holdanything other than small competitionsThere is also an opportunity to further develop partnerships with local schools thathave or are developing spaces as part of the $16.2 billion Building the EducationRevolution (BER) Program. This program is modernising schools through thedelivery of necessary infrastructure. This includes the development of sports hallsand spaces.An important part of the Primary Schools for the 21st Century (P21) element is therequirement for schools to make their facility available to the community at low orno cost. This is a requirement of the Commonwealth Government under theBuilding the Education Revolution (BER) guidelines.There are a number of schools in <strong>Brimbank</strong> that have received funding to constructsports halls and indoor courts through this program. Five full size courts have beenbuilt or are under construction. These facilities would be suitable for competition. Inaddition, a number of three quarter size courts and sports halls have been or arebeing constructed. They would be suitable for netball and basketball training,volleyball, badminton, table tennis and futsal practice and, in some casescompetition.Create partnerships with other local organisationsLocal businesses and other organisations may be interested in contributing to theprovision of sporting facilities or allowing community access to their facilities.Examples of these organisations include Victoria University and Western RegionHealth.Create partnerships with neighbouring councilsPartnership arrangements will be sought with neighbouring <strong>Council</strong>s to developsports facilities that address the sporting needs of <strong>Brimbank</strong> residents; particularlywhen the facilities are near the border of the local government area.SPORTS FACILITY DEVELOPMENT PLAN51
