As evidenced throughout this <strong>Plan</strong>, the demands of the sport and recreationinfrastructure needs of <strong>Brimbank</strong> are extensive. This <strong>Plan</strong> cannot address everyissue. The focus of this <strong>Plan</strong> is on priority actions that can be implemented to makesignificant improvements within the next <strong>10</strong> <strong>years</strong>, subject to <strong>Council</strong>’s Long TermFinancial <strong>Plan</strong> parameters. The <strong>Plan</strong> will be reviewed every three <strong>years</strong>.RecommendationsThis report concludes with the following 13 recommendations.<strong>Council</strong> should:1. affirm its commitment to working in partnership with local sporting bodies andother organisations to deliver the best value for money solutions for the <strong>Brimbank</strong>community.2. work with local sports clubs, which focus on club development, to ensure currentfacilities are managed and used at optimal levels. Particular emphasis should beplaced on encouraging local clubs to work more closely with target groups such asnewly arrived residents, juniors, people with disabilities and females.3. actively pursue partnerships with local schools, other organisations andneighbouring municipalities for future development of sports facilities.4. adopt the criteria and weightings set out in the <strong>Facility</strong> <strong>Development</strong> Matrix as themethodology by which all sports facility development projects will be assessed.5. establish annual rolling programs within the Capital Works Program for sportssurface and ground development, turf conversion and reconstruction, schoolcommunity partnership programs, coaches’ box and goal post replacement,sporting reserves lighting, sporting reserves irrigation installation and upgrades,and sports reserves car parking.6. adopt the <strong>Facility</strong> Standards outlined in section 7 of this <strong>Plan</strong>.7. adopt the lists of projects outlined in section 7 of this <strong>Plan</strong>.8. appoint a panel comprising two <strong>Council</strong> Officers from the Leisure ServicesDepartment and an independent expert to assess business cases as beingsatisfactory for further consideration in the <strong>Facility</strong> <strong>Development</strong> Matrix.9. undertake a feasibility study and develop a business case for a regional multisportsfacility at Energy Park, providing for a range of sporting activitiesSPORTS FACILITY DEVELOPMENT PLAN85
