1. INTRODUCTION1.1. Purpose of the evaluationThe mid-term evaluation (MTE) provides a comprehensive overallassessment at the mid-term of the project and an opportunity to criticallyassess administrative and technical strategic issues and constraints. Theevaluation should provide recommendations for strategies, approachesand/or activities to improve the conservation of marine biodiversity throughenhanced management of marine parks and sustainable islandmanagement.The mid-term evaluation focuses on project implementation performance(effectiveness, efficiency and timeliness in achieving project outcomes),issues requiring corrective action, and initial lessons learned about projectdesign, implementation and management. This is required under theUNDP/GEF Monitoring and Evaluation Policy.Mid-term evaluations identify project design problems; assess progresstowards the achievement of objectives; identify and document lessons learnt(including lessons that might improve design and implementation of otherUNDP/GEF projects); and make recommendations regarding specificactions that might be taken to improve the project.They are expected to serve as a means of validating or filling the gaps in theinitial assessment of relevance, effectiveness and efficiency obtained frommonitoring. The mid-term evaluation provides the opportunity to assessearly signs of project success or failure and prompt necessary adjustments.It also provides direction for the completion of the project and for the finalevaluation.1.2.
