6.2.16. PMU – strategic communications to target audiences will helpthe project achieve its goals more effectivelyPMU should give priority to the development and implementation of theCommunication Action Plan. This plan will include the critical component ofongoing awareness raising outside of the key stakeholders using a range ofmedia distribution channels. DMPM should actively communicate about theproject to relevant government agencies capitalising on the project’spotential to raise awareness. A plan should be put in place to raise theawareness of the airline and boat operators about coral reef ecosystemgood management practise and in turn they are required to actively informtheir passengers. Such training and delivery of conservation messagesshould be a requirement of airline and boat operator licensing6.2.17. NPD and PMU - role clarityClarification of the role, functions and responsibilities between the NPD andthe NPM should be undertaken to ensure the ongoing effectiveness ofproject implementation. The NPM should also clarify the roles of the staff inthe PMU.6.2.18. PMU - risks created by slow progress with alternative livelihooddevelopment - a high priorityUrgent progress must be made with the development of the alternativelivelihood for the villagers to meet their expectations of the project. This lackof progress creates a risk to the village support for the DMPM and undoingthe efforts to build strong consultative relationships.6.2.19. DMPM - progress on revenue generation plan/business planUrgent progress with this plan is - part of Output 2.02 – is required toconsider the conservation charge, collection method and corporatesponsorship as well as what the trust fund money should be used for. Thesematters are important for the financial sustainability of the project.6.2.20. DMPM and PMU - review the work programme and use andexpert workshop to provide management planning informationReview the work programme its timing and budget to focus on priorityactivities between now and the conclusion of the project.Biological and coral reef baseline data is necessary for completion of theManagement Plans. The baseline data is important to identify sensitiveareas and provides the basis for zoning of activities.Baseline data can be collected rapidly in a cost effective manner through anexpert workshop (dive operators, marine park staff-rangers, DMPM staff,Reef Check (indicated willingness to participate), local universities, localcommunities, and any other knowledgeable individuals and utilising existingliterature.41
