To assess overall performance against the project objectives as set out inProject Document and other related documents To assess the effectiveness and efficiency of the Project To critically analyze the implementation and management arrangements ofthe Project To list and document initial lessons concerning Project design,implementation and management To assess Project outcomes to date and review planned strategies andplans for achieving the overall objectives of the Project within the timeframe To assess Project relevance to national priorities To provide guidance for the future Project activities and, if necessary, forthe implementation and management arrangements.In particular, this evaluation will assess progress in establishing theinformation baseline, reducing threats, and identifying any difficulties inproject implementation and their causes, and recommend corrective coursesof action. Effective action to rectify any identified issues hinderingimplementation will be a requirement prior to determining whetherimplementation should proceed. Project performance will be measured basedon the quantitative and qualitative indicators defined in the LogicalFramework and the Results Framework of the Project Document.The evaluation will in particular assess:(1) Project Design – review the original project intervention strategyincluding objectives, outcomes, outputs and activities and assess quality ofthe design and delivery of planned outcomes. The review should also assessthe conceptualization, design, effectiveness, relevance and implementabilityof the project. The review should also include the updated logical frameworkmatrix which was designed during Project Inception.(2) Project Progress and Impact – assess the achievements of the project todate against the original objectives, outcomes, outputs and activities usingthe indicators as defined in the logical framework contained in the projectdocument as well as any valid amendments made thereafter. Achievementsshould be measured against the indicators as described in the log frame.(3) Project Implementation – assess:a. Project management arrangements, i.e., effectiveness of , the UNDP, theUNDP Country Office, the Project Support Unit, and the demonstrationsites;b. Quality and timeliness of delivering outputs and activities;c. Financial situation (i.e., budget and expenditure status). Financial auditswere done and consultants have access to the audit reports;d. Cooperation among partners including other related projects as well asthose listed in the project document in the stakeholder participation plan asproject co-financiers;e. Responsiveness of project management to adapt and implement changes inproject execution, based on partner and stakeholder feedback;Based on the above points, the evaluation should provide a document ofapproximately 50 pages indicating what project activities, outputs, outcomesand impacts have been achieved to date, and specifically:49
