a) Monitor and evaluate results and impacts;b) Provide a basis for decision making on necessary amendments andimprovements;c) Promote accountability for resource use; andd) Document, provide feedback on, and disseminate lessons learned.A mix of tools is used to ensure effective Project Monitoring and Evaluation(M&E). These might be applied continuously throughout the lifetime of theproject e.g. periodic monitoring of indicators through the annual ProjectImplementation Reports (PIR), Project Steering Committee meetings – or asspecific and time-bound exercises such as Mid-Term Reviews (MTR), AuditReports and Final Evaluations (FE). In accordance with UNDP/GEF policiesand procedures, all projects are with exception of the preparatory grantsmandated to conduct mid-term and final evaluations. The evaluation isresponsive to GEF Council decisions on transparency and better access ofinformation during the implementation. Mid-term evaluations are intended toidentify project design problems and to recommend corrective measures.They are to be conducted by an independent evaluator not associated with theimplementation of the project at any stage.2. BACKGROUND:The Government of Malaysia, with the assistance from the United NationsDevelopment Programme and the Global Environment Facility(UNDP/GEF), is implementing a 5-year project to promote the conservationof marine biodiversity in Malaysia. The broad goal of the project is to ensurethe effective conservation and sustainable use of marine biodiversity,resources and ecosystems within the marine parks of Malaysia. The projectcomponents focus on adaptive marine park management, multi-sectoralpolicymaking, involvement of local communities and tourism operators intomarine park management, awareness rising and the establishment of aframework of advocacy for the conversation of marine biodiversity.Being one of the megadiverse countries, Malaysia is home to an extensivenetwork of coral reefs and globally significant marine biodiversity. Malaysiahas established a system of marine parks, which aims to protect and managethe marine biodiversity in the waters surrounding 40 islands. In spite of theirprotected status and current management efforts, there are several threats ofdiverse origin that affect the marine biodiversity of Malaysia. Declining fishstocks and the exploitation of breeding grounds; loss of habitat for marinelife and destruction of coral reefs as well as habitat degradation and thedegradation of water quality are the principle threats. These have beenidentified to derive from the federal-state split in jurisdiction over the marinepark islands and surrounding water bodies; sector-based policy-making andplanning with regard to marine park islands and from a low level ofawareness across all sectors and stakeholders.The project is piloting the objective of the project at three demonstration site,namely the Marine Park waters of Redang, Sibu-Tinggi and Tioman.
