• To strengthen the capacity of the marine parks managementsystem in Peninsula <strong>Malaysia</strong> and to ensure effective enforcementof marine park regulations at three project sites.• To enable an influential advocacy framework for the conservationof marine biodiversity supported by a raised level of awareness ofthe importance and benefits of marine biodiversity.The project document was revised through the inception process, updatingthe Project Document although the broad strategy remained in place. TheInception <strong>Report</strong>(IR) is considered the base document that sets out the 5year plan for the project. The project had a thirteen month early delay 2whilst the project consultants were appointed – a briefing was held 14January 2008 and appointment of consultants confirmed in 16 February2009. 3Context and purpose of the evaluationThe mid-term evaluation provides a comprehensive overall assessment atthe mid-term of the project. It is an opportunity to critically assessadministrative and technical strategic issues and constraints. The evaluationprovides recommendations for strategies, approaches and/or activities toimprove the conservation of marine biodiversity through enhancedmanagement of marine parks and sustainable island management.The mid-term evaluation focuses on project implementation performance,issues requiring corrective action, and initial lessons learned about projectdesign, implementation and management. This is required under theUNDP/GEF Monitoring and Evaluation Policy.This mid-term evaluation identifies the following key issues to be addressed:• Sustainability• Outcome/Achievement of objectives (the extent to which theprojects immediate and development objectives were achieved)• Implementation Approach• Stakeholder Participation/Public Involvement• Monitoring and EvaluationAn independent team of an international and national consultant undertookthe mid-term evaluation and the approach is detailed in Section 1 of the fullreport.2 MTR Briefing by NPD, Slide 133 Delays were in the GoM procurement processii
