The evaluation will start with a desk Evaluation of project documentationincluding but not limited to the Project Document, Project Inception <strong>Report</strong>,Minutes of all Steering Committee meetings including other relevantmeetings, Project Implementation <strong>Report</strong> (PIR/APR), Quarterly Operational<strong>Report</strong>s, and other internal documents such as the consultant and financialreports, as well as, all the project publications.The exercise will include field visit to the project site or interviews (byphone if necessary) with key individuals both within the project, the federaland state government offices, donor representatives, other key stakeholders,including NGOs, as well as implementing agency personnel including theNational Project Director, and the remaining project personnel. TheEvaluation Mission is also expected to view the on-going situation, meetlocal leaders, and local government officials.The evaluation methodology should be clearly documented in the mid termevaluation report including comprehensive review of the following:-Documents reviewed-Interviews conducted-Consultations held with all key stakeholders-Project sites visited-Techniques and approaches used for data gathering, verification andanalysisEVALUATION TEAMThe MTE team will consist of two persons; an international consultantspecializing in marine/coastal resources management and/or marine tourism,and a national expert specialising in marine biodiversity/natural resourceeconomics/environmental economics. The international consultant will bedesignated as the team leader who will have the overall responsibility oforganising and completing the MTE , and submitting the final MTE report.The national consultant will provide supportive role both in terms ofprofessional back up, translation, and facilitating local meetings. Under theguidance and close consultations with Ministry of Natural Resources andEnvironment, Department of Marine Parks <strong>Malaysia</strong>, and UNDP <strong>Malaysia</strong>,all consultants will evaluate the relevant documents for a few days at theirrespective stations before carrying out field visits and meeting thestakeholders.International consultant (team leader)- Academic and/ or professional background in natural/marine and coastalresources/ protected areamanagement or related fields.- Familiar with integrated conservation development projects in developingcountries, particularly in Asia, either through managing or evaluatingdonorfunded projects.52
