These responsibilities (marine and land) are shared between agencies suchas the State Economic Planning Unit, Departments of Forestry, Departmentsof Environment, Department of Irrigation and Drainage, Departments ofLand and Mines, State Tourism Development Boards and local governments(such as the land and district offices, Tioman Development Agency (TDA),TREVICOSTA and Johor Park Board) all play a role in the decision-makingprocess.Capacity for marine management across the project is considered by theevaluators as an emergent foundation for innovative models for:• Community consultation in marine protected area managementmodels in <strong>Malaysia</strong>• Multi stakeholder approach to Island and MP managementThis project is well aligned to GoM emerging government policies inbiodiversity, development and tourism. E.g. The Economic TransformationProgramme 18 includes the intention to create a Global Biodiversity Hub(GBH) that will accredit, promote and market key sites to internationalmarkets. In the description of the GBH it is noted that it will comprise anetwork of accredited natural areas that showcase to a very high standard,the biodiversity of <strong>Malaysia</strong>’s marine environments and their associated floraand fauna, as well as rainforests and freshwater habitats.The 10th <strong>Malaysia</strong> Plan 19 is people focussed and includes strong alignmentwith this project. It has 10 big ideas 20 and one of these is Valuing ourenvironmental endowments. It specifically mentions community basedapproaches and provides an example of the Tagal system as self sustainingtourism.“Community based cooperation provides an effective and sustainableapproach to environmental conservation. The Government will thereforeexplore means to facilitate such cooperative mechanisms, includingpromoting greater participation of local communities and developing incomegenerating activities in eco-tourism. Enabling such successful group-ledaction is in line with empowering communities towards self-reliance.”The 10th <strong>Malaysia</strong> Plan also includes an AFFRIM Framework 21 .This is across cutting framework of “Awareness, Faculty, Finance, Infrastructure,Research and Marketing” to develop a complete ecosystem approach forenvironmental sustainability.Cabinet Committee on Co-ordination of Highlands and Islands(CCHI) has ahigh level function. It was established following political recognition of thegrowing conflict between development and conservation in ecologicallysensitive areas.
