Building storefronts shall feature displaywindows, doors, and other fenestration toadd visual interest at the street level andto maintain a strong visual connectionbetween the street and street-level uses.Special attention should be given to the size,location, design, and appearance of theuses.3. Corner buildings shall be treated aslandmarks in design or decorated withlandmark elements because they serve asfocal points in the commercial district.Well-designed corners enhance legibility bycreating visual interest and contribute to adistinctive identity.4. Commercial district façades shall bedesigned to incorporate modulationthrough the use of materials, detailing,projections and recesses, and windowplacement that helps to reduce the bulk andmass of the building.5. Buildings composed of “ribbons” or“bands” of glass and architectural precastpanels shall be avoided.6. Ground floor windows shall meet thefollowing criteria:a. Dark-tinted windows and mirroredwindows that block two-way visibilityare prohibited as ground floor windows.b. On the ground floor, buildings shallincorporate large, multipane windows.Attractive and interesting town center facades.A building type not appropriate for town centers.Transom lights above the windows areencouraged.c. Secondary rear and/or side entrancesshould be well lighted and clearlyarticulated.8. Design elements such as display windows,integrated lighting, and signage should beutilized to stimulate interest at the streetlevel and enhance the pedestrian experience.9. Interesting facade material adds character to towncenter builidngs.10. Façade materials shall be high quality,durable and attractive (such as brick, stoneand masonry). Imitation or syntheticexterior building materials that stimulatethe appearance of natural stone or brickshall be avoided.11. Exterior colors should be complementary toadjacent buildings and the overall characterof the area.12. Building entrances shall be a prominentpart of the building design and should behighlighted by using architectural elementssuch as an entrance tower, pediment,portico, breezeway, antechamber, outdoorplaza, and surrounds decorations.13. At least one building entrance shall be on apublic street. If a building has frontage ontwo public streets, at least one entrance shallbe on a public street and can be locatedat the intersection of the streets upon thecorner.Building Lighting and Security1. Lighting is an integral element in the overallarchitectural design and character of allbuildings within the town center and shall:a. Provide adequate safety and visibilityaround the building entrances andperimeter.b. Direct glare away from adjoiningproperties and public rights-of-way.c. Be coordinated with site lighting.d. Be constructed of attractive, highqualitymaterials.2. Exterior burglar bars on windows and doorsshall not be used in the town center.Former Residential Buildings in CommercialUses1. Residential dwellings converted toa commercial use shall preserve theresidential appearance and importantarchitectural features in terms of color,materials, and design.2. All door and window openings shall bepreserved and maintained.3. Front yards shall relate to the adjacentresidential buildings and surroundingneighborhood context.4. Front yards shall remain as green space andbe planted and well maintained.
