All the participants were used as the target population for the evaluation of the NWO Center.<br />
However, different sampling frames were used in different evaluation questions and depending<br />
on the data collection strategy. The number of sampled NWO participants and the response<br />
rates are reported in the section Data Collection Strategies and Procedures as well as in<br />
different sections of the Part III Evaluation Results of this report.<br />

Data Collection Instruments 1<br />
The Teacher Beliefs Inventory (TBI) was used with all NWO participants to collect data and<br />
assess the impact of the professional development offered through the Center on teacher<br />
beliefs. The TBI consists of the following three sections:<br />
• Section 1: Beliefs About Teaching Science and Mathematics (Enochs & Riggs, 1990) has<br />
25 items on a 7-point Likert scale (Strongly Disagree, Agree, Barely Agree, Unsure,<br />
Barely Disagree, Disagree, and Strongly Agree). These items form two subscales:<br />
Outcome Expectancy (OE) and Self Efficacy (SE).<br />
• Section 2: Science and Mathematics Classroom Learning Environment Survey (Becker &<br />
Anderson, 1998; Haney, 2005) contains 30 items on the same 7-point Likert scale. The<br />
items in this section measure four constructs represented by the following subscales:<br />
Classroom Environment (CE), Teaching Activities & Assessment (TA), Teacher’s Role<br />
(TR) and Instructional Goals (IG).<br />
• Finally, Section 3: Instructional Practices Inventory is comprised by 20 items on a 7-point<br />
frequency scale (Daily, Frequently, Often, Rarely, Occasionally, Barely, and Never).<br />
These 20 items are grouped into the following two subscales: Traditional Strategies (TS)<br />
and Reform Strategies (RS).<br />
Interviews: NWO Participant Interview Protocol<br />
The NWO Participant Interview Protocol was developed by the NWO staff to be used with the<br />
teachers after they have been observed in the classroom. This allowed for collecting more in-<br />
