CHAPTER 7PROTECTING OUR COMMUNITIESFamilies and individuals need community to aid social and economic wellbeing.This can mean having a neighbor who cares for your kids on shortnotice so you can make it to a job interview; knowing that families who’vebeen in the neighborhood for generations will continue to support yourbusiness; walking a few short blocks with friends to church on Sunday instead oftaking the bus alone from across the city; or ensuring your newly immigrated familycan connect with other African families for support in navigating a new culture. Theseunderlying layers of community can determine the effectiveness of public policy andcushion or enhance the impact of economic trends.<strong>Oregon</strong> policymakers must identify and reverse policies that break up <strong>Black</strong> communities. Policyinitiatives that predictably increase racial disparities can no longer be tolerated. They are unsustainable.A strong, cohesive community is more than just an ideal condition for families.
