POLICY ACTIONSUrban renewal, law enforcement and related policies thatunfairly burden and disadvantage Black communities mustbe reformed to from a more equitable, fair Oregon for itsBlack community. To restore confidence in law enforcementand to ensure public safety, we must implement reformsthat change the culture and practice of policing, includingpolicies and methods of de-escalation to keep incidentsfrom rising to an excessive use of force.POLICY PRIORITIES:1Support the 10-point plan put forwardby the National Urban League, whichcalls for:• Widespread use of body camerasand dashboard cameras• Broken windows reform andimplementation of 21st CenturyCommunity Policing Model• Review and revision of police use ofdeadly force policies• Comprehensive retraining of allpolice officers• Comprehensive review andstrengthening of police hiringstandards• Appointment of special prosecutorsto investigate police misconduct• Mandatory, uniform FBI reportingand audit of lethal force incidentsinvolving all law enforcement• Creation and audit of nationaldatabase of citizen complaintsagainst police23• Revision of national policeaccreditation system for mandatoryuse by law enforcement to beeligible for federal funds• National comprehensive anti-racialprofilinglawCall for thorough review of potentiallyillegal police actions by an independentinvestigator.Prevent and reverse the detrimentaleffects of gentrification through multilevelcommunity development, by:• Advocating for a community-ownedand cooperatively-controlled landbank/trust to be used to fulfillcommunity-development needs andneighborhood stabilization• Implementing a “Right to the City”policy to reconnect Black people,geographically, to the heart of ourBlack Community154
