OREGON SNAPSHOTDOCUMENTING ENVIRONMENTALINEQUITYResearchers have consistentlyidentified a correlation between thelocation of minority populations andenvironmentally contaminated sites. In Portland, this correlation holds. Through ananalysis of Oregon Department of EnvironmentalQuality (DEQ) and U.S. Census Bureau data,Portland State University’s Population ResearchCenter (PRC) found a spatial correlation betweenthe location of known or contaminated sites andthose census tracts with high percentages ofBlack Portland residents.Nearly 84 percent of the Black population liveswithin three-quarters of a mile of a known orpotentially contaminated site (see Chart).
