29. Currently, <strong>the</strong> FRERRP has received 1.255.381.156 USD contributions, corresponding to<br />
63,9% <strong>of</strong> <strong>the</strong> funds requested 21 . In absolute terms <strong>the</strong> amount is higher than <strong>the</strong> funding<br />
mobilised for <strong>the</strong> Haiti appeal, but to date <strong>the</strong> Haiti appeal was proportionally better funded,<br />
with up to 74% <strong>of</strong> <strong>the</strong> 1.5 billion USD funding requirements covered over a longer period.<br />
Conclusions<br />
30. Funding for o<strong>the</strong>r non life‐saving and early recovery activities was slower and funding<br />
commitments were lower.<br />
31. Currently in Pakistan <strong>the</strong> UN has two stand alone appeals; <strong>the</strong> PHRP and PFRERRP ‐ with<br />
limited funding. PFRERRP took PHRP out <strong>of</strong> <strong>the</strong> limelight.<br />
32. Effectiveness, efficiency and accountability <strong>of</strong> some UN agencies & INGOs have been<br />
questioned by donors, GoP and implementing partners. Broadly <strong>the</strong>re is insufficient<br />
commitment to <strong>the</strong> aid effectiveness agenda.<br />
Recommendations<br />
33. Funding for o<strong>the</strong>r non life‐saving and early recovery activities was slower and funding<br />
commitments were lower.<br />
34. Currently in Pakistan <strong>the</strong> UN has two stand alone appeals; <strong>the</strong> PHRP and PFRERRP ‐ with<br />

35. HCT members will ensure that response is monitored and results shared.<br />
36. The UN must reduce transaction costs.<br />
37. UN agencies and IPs produce results commensurate to <strong>the</strong> level <strong>of</strong> funding received (i.e.<br />
through unit cost analysis).<br />
5 ‐ Assessments<br />
38. From <strong>the</strong> onset <strong>of</strong> <strong>the</strong> disaster <strong>the</strong> GoP and <strong>the</strong> UN made strong efforts to ensure that<br />
joint assessments were carried out in order to make <strong>the</strong> response as effective and efficient as<br />
possible. While some clusters were able to link joint assessments with programming activities,<br />
