100. Shelter represents one <strong>of</strong> <strong>the</strong> biggest challenges in early recovery, as 1.6 million homes<br />
have been partially or totally destroyed. As mentioned earlier, <strong>the</strong> one‐room shelter policy is<br />
considered too expensive for most organisations and local governments to implement given <strong>the</strong><br />
sheer scale <strong>of</strong> <strong>the</strong> disaster and <strong>the</strong> number <strong>of</strong> houses that were damaged. The result is that<br />
alternative solutions have been implemented that are not sufficiently considering risks from<br />
future events. O<strong>the</strong>r houses are rebuilt in river bank areas. Land rights represent a key<br />
constraint both for livelihood restoration and permanent shelter as many people returning<br />
home find <strong>the</strong>mselves without having a place to plant or to build a house.<br />
The involvement <strong>of</strong> local capacities and local context<br />
101. Government and non‐government local capacities have generally not been utilised or<br />
sufficiently involved as local contextual knowledge was <strong>of</strong>ten poor. In Punjab and Sindh,<br />
collaboration from <strong>the</strong> government was irregular and presence <strong>of</strong> government <strong>of</strong>ficial a rare<br />
sight. UN decided to head operations from outside provincial government’s traditional sphere in<br />
Lahore and instead coordinate Punjab operations from Multan, which was praised by<br />
operational organisations, but seen as a disconnect and parallel structure by o<strong>the</strong>rs, including<br />
GoP. In Sindh, an integrated recovery plan is being developed to ensure a more integrated<br />
recovery approach between UNDP, OCHA and PDMA.<br />
