Additional Questions and Issues raised during <strong>the</strong> <strong>Evaluation</strong> Management Preparatory<br />
Mission<br />
Fur<strong>the</strong>r to <strong>the</strong> pre questions above, <strong>the</strong> evaluation team should consider <strong>the</strong> following<br />
questions. These questions have been raised during <strong>the</strong> evaluation manager’s preparatory<br />
mission to Pakistan:<br />
1. How adequate was OCHA’s leadership role, particularly in Needs Assessment (including<br />
context analysis <strong>of</strong> local capacities and existing data) and Information Management.<br />
2. How appropriate, coherent and connected was <strong>the</strong> wider cluster architecture in<br />
Pakistan (at federal provincial and district level)? In how far and for what reasons did /<br />
or didn’t <strong>the</strong> cluster approach plug in to existing national coordination structures?<br />
3. How appropriate and coherent were oversight and monitoring capacities <strong>of</strong> all actors<br />
including implementing partners and how were <strong>the</strong>y linked to strategic and operational<br />
decision‐making?<br />
4. Have appropriate and timely ICMMs been established in order to agree on inter‐cluster<br />
response strategies including priorities <strong>of</strong> <strong>the</strong> response?<br />
5. How to increase and improve capacities <strong>of</strong> cluster coordination at all levels?<br />
6. How appropriate and timely have early recovery issues been included into life saving<br />
cluster strategies?<br />
