142. Clusters <strong>of</strong>ten operate autonomously, independently from contextual realities and to a<br />
large extent also to <strong>the</strong> phases <strong>of</strong> <strong>the</strong> operation.<br />
143. At <strong>the</strong> national, and consequently at provincial levels, clusters were not always aligned<br />
with recovery planning (link 8) and line departments (link 3).<br />
144. Both <strong>the</strong> HC and clusters lacked clear leadership and strategic prioritization. Cluster leads<br />
generally favoured <strong>the</strong>ir own agencies’ interests ra<strong>the</strong>r than <strong>the</strong> sector priorities.<br />
145. There was a need for a standardized reporting format with clearly defined targets and<br />
indicators.<br />
146. However, single reporting format was far too late (posted online Mid‐January 2011)<br />
preventing strategic overview and action prioritization.<br />
147. Integrated information for monitoring results is still missing. Reporting against indicators<br />
as outlined in <strong>the</strong> PFRERRP is generally missing.<br />
148. NDMA, with OCHA, should ensure <strong>the</strong> roll‐out <strong>of</strong> <strong>the</strong> newly developed Single Reporting<br />
Format in <strong>the</strong> current and future disasters.<br />
Recommendations<br />
149. NDMA, with UNDP and OCHA, must plan progressive phase out <strong>of</strong> Multan, Hyderabad and<br />
Sukkur hubs by ensuring:<br />
� that provincial coordination is brought within <strong>the</strong> PDMA in Karachi and Lahore<br />
� operational coordination at district level<br />
150. IASC Working Group adapts guidelines on roll‐out <strong>of</strong> clusters, according to contextual<br />
realities (i.e. size <strong>of</strong> disaster, strength <strong>of</strong> national capacities, cross cutting issues and civil‐ and<br />
military response mechanisms and funding) and Governments’ priorities.<br />
151. HC/RC should streamline coordination and Early Recovery Working Group should be made<br />
functional at national, provincial and district levels<br />
152. NDMA, with <strong>the</strong> relevant government authorities and HCT, will <strong>the</strong>matically regroup<br />
clusters to specific phases <strong>of</strong> <strong>the</strong> emergency, contextual (provincial) realities and reviewed ER<br />
plans.<br />
153. The HC and HCT must be in a position to prioritize and lead <strong>the</strong> humanitarian response<br />
above individual agencies interests.<br />
154. Cluster lead agencies should appoint skilled, experienced, independent/dedicated full‐<br />
time cluster leads.<br />
