� Good knowledge <strong>of</strong> humanitarian system and its reforms, including <strong>of</strong> UN agencies,<br />

IFRC, NGOs, and local government disaster response structures and systems;<br />

� Demonstrated experience in conducting evaluations <strong>of</strong> humanitarian programmes and<br />

<strong>the</strong> capacity to work collaboratively with multiple stakeholders and on a team;<br />

� Strong experience in key sectors and/or in cross‐cutting issues;<br />

� Strong analytical skills and ability to clearly syn<strong>the</strong>size and present findings, draw<br />

practical conclusions and to prepare well‐written reports in a timely manner;<br />

� Strong workshop facilitation skills;<br />

� Excellent writing and presentation skills in English; and<br />

� Immediate availability for <strong>the</strong> period indicated.<br />

� <strong>Evaluation</strong> teams should be gender and age balanced<br />

10. REPORTING REQUIREMENTS AND DELIVERABLES<br />

1. Field visits to Sindh, Punjab, Balochistan, KP and Islamabad) to ga<strong>the</strong>r information and<br />

evidence on questions and issued laid out in this ToR (Field visits will take place during 3<br />

weeks).<br />

2. A draft IA RTE report containing evidence‐based findings, conclusions (analysis <strong>of</strong><br />

findings), and recommendations. To be completed within 2 weeks after <strong>the</strong> field<br />

mission.<br />

3. A series <strong>of</strong> presentations and lessons learnt and validation workshops <strong>of</strong> findings and<br />

recommendations to HCT (including ICMM) in Pakistan on all levels (federal and<br />

district). The purpose <strong>of</strong> <strong>the</strong> workshops are to a) discuss findings, b) validate<br />

recommendations and reformulating <strong>the</strong>m ( if necessary) into SMART recommendations<br />

and c) to identify key stakeholders and timelines to responds to <strong>the</strong>se<br />

recommendations. Ideally, a management response matrix will be developed. The<br />

workshops will take place for two weeks and should be carried out after completion <strong>of</strong><br />

draft IA RTE report.<br />

4. An outcome summary (2‐5 pages) <strong>of</strong> proceedings <strong>of</strong> <strong>the</strong> lessons learnt and validation<br />

workshops, including a summary on <strong>the</strong> action foreseen and <strong>the</strong> timelines for a<br />

management response to <strong>the</strong> recommendations. To be completed one week after <strong>the</strong><br />

lessons learnt workshops.<br />

5. A final RTE report containing analytical elements related to <strong>the</strong> issues specified in this<br />

set <strong>of</strong> ToR. The report shall contain a short executive summary <strong>of</strong> no more than 2,000<br />
