Any announcement of U.S. support for the “rebels”—even vetted organizations—could<br />

thus be recast by Iran and its proxies as direct backing for<br />

takfiris. 69 Qassem Soleimani, commander of the IRGC’s Qods Force, even<br />

told Iran’s Assembly of Experts, “America has tested various methods in toppling<br />

Bashar. Political pressure and bringing in al-Qaeda [emphasis added] are<br />

among those.” 70<br />

Of course, the painting of Western states, particularly the United States and<br />

Israel, as conspiratorial backers of extremist Sunni Islamist or other elements to<br />

“destroy Islamic unity” is not new. Following al-Qaeda’s 2006 destruction of the<br />

al-Askari shrine, Iranian Supreme Leader Ayatollah Ali Khamenei claimed the<br />

bombing reflected a U.S. plot to split Sunnis and Shiites. 71 Such rhetoric follows<br />

in the spirit of Khomeini’s concept of velayat-e faqih (guardianship of the<br />

jurisprudent), under which the Supreme Leader sought ultimately to unite all<br />

Shiites and Sunnis. The continuing failure to achieve this goal has been attributed<br />

to a Western conspiracy to split the umma, or Muslim nation. According<br />

to Khomeini, “The imperialists and the tyrannical self-seeking rulers...have separated<br />

the various segments of the Islamic Ummah from each other and artificially<br />

created separate nations.” 72 Khomeini explored this point more deeply<br />

in his other political writings: “The Sunnis...are our brothers and equal with us<br />

and are opposed to the attempts at creating dissension that certain criminals,<br />

agents of America and Zionism, are currently engaged in.” 73<br />

Such reasoning has even been pursued by more moderate members of<br />

the Iranian political class, such as former president Mohammad Khatami,<br />

who stated, “We are faced with a criminal phenomenon which kills people<br />

in the name of Islam and...in the form of Takfiri Wahhabism...Wahhabism<br />

started with murder and crime from day one and is a brainchild of the British<br />

colonialism.” 74 Ayatollah Khamenei has echoed these views: “An important<br />

issue...is what the enemy does to create discord between Shia and Sunni. [The<br />

West] is suppressing different groups of Shia Muslims in different parts of<br />

the world of Islam. The bases of the Islamic Republic are not confined to Shia<br />

Muslims. Many Sunni brothers defend the Islamic Republic much more vigorously<br />

than many Shia Muslims.” 75<br />

Thus, a violent Islamic element, the takfiris, whose ideology openly calls for<br />

the destruction of other Muslims sects, especially the Shiites, made for a perfect<br />

enemy. The notion of takfiri extremists, whom Iran and its proxies could<br />

brand as false Muslims, fit the Khomeinist paradigm of a Western-backed<br />

sector bent upon splitting the “Islamic nation.” By Khomeinist logic, it would<br />

only be natural for the West to support such a foe.
