To enhance individuals’ access to income-generating activities for<br />
vulnerable households, providing predictable income in exchange<br />
for labour-intensive work activities. 1<br />
Public work—cash for work<br />
Labour-intensive public work is the core component of the Programa De<br />
Acção Social Produtiva (PASP). The other component is the development<br />
of income-generating activities (Apoio ao Desenvolvimento de Actividades<br />
de Geração de Rendimentos), which aims to complement the public work<br />
component, facilitating beneficiaries’ access to social services and other<br />
governmental programmes. 2<br />

Eligibility criteria<br />
A household is eligible if it has been:<br />
• considered poor by the targeting system;<br />
• registered in the sin<strong>gl</strong>e beneficiary register; and<br />
• identified as having members who are able to work.<br />
People who are not considered eligible to work are:<br />
• household members who do not normally reside in the community;<br />
• young people under the age of 18;<br />
• older people over the age of 60;<br />
• lactating women during the first nine months after childbirth;<br />
• pregnant women; and<br />
• people who are sick or have disabilities and are unable<br />
to undertake even light work.<br />
The following groups have priority: female-headed households; households<br />
with members who have disabilities or are chronically ill; food-insecure<br />
households; households with a high dependency ratio; and households<br />
with orphans and vulnerable children. 3<br />
