The Ministry of Education selects the targeted kindergarten and<br />

primary schools based on a ‘poverty map’, and some secondary<br />

schools are selected based on demonstrably high academic<br />

achievement. Children are eligible based on school attendance.<br />

(made of wheat, ghee, egg, sugar and salt) and sweet pies<br />

substantial sweet pies are usually distributed to the older students. 1<br />
