Programme objectives<br />

To increase income and consumption, improve the ability to cope<br />

with shocks, and enhance and protect the human capital of children<br />

among extremely poor populations. 2<br />

Programme components<br />

TASAF III has four components:<br />

• the Productive Social Safety Net (PSSN), which is made up of a<br />

basic grant (unconditional cash transfer), a conditional cash transfer<br />

and a public works subcomponent;<br />

• enhancement of livelihoods and increasing incomes, which involves<br />

community savings and investments and livelihood enhancing grants;<br />

• targeted infrastructure development; and<br />

• capacity building (to ensure adequate programme implementation<br />

by communities, local government authorities, and regional- and<br />

national-level players). 3<br />

Conditionalities (if any)<br />

Households with children: in areas where health services are available,<br />

children under two years old should undergo a routine health check<br />

once a month and children over two years old should have a routine<br />

check every semester. In areas where health services are unavailable,<br />

caretakers of children under 60 months of age should attend health<br />

and nutrition training sessions every two months. School enrolment and<br />

attendance (at least 80 per cent of school days per month) is also required<br />

for children 5–18 years old.<br />

Households with pregnant women: attendance at four antenatal exams or<br />

health and nutrition sessions every two months, for areas where health<br />

services are not available. 3<br />

Eligibility criteria<br />

PSSN: all poor and vulnerable households targeted by the common<br />

targeting system are eligible for a basic unconditional cash transfer.<br />

Additionally, households comprising children and/or pregnant women<br />

are also eligible for the conditional transfer; households with members<br />

capable of physical activity are also eligible to participate in the public<br />

works part of the programme. In case of unforeseen shocks and if<br />

additional resources are available, other households in affected areas<br />

will also have the opportunity to participate in the public works programme.<br />

Livelihood enhancement (under development): PSSN households<br />

interested in forming savings groups, after having completed a full cycle<br />

of savings and having embarked on a second cycle, will be eligible to<br />

compete for a livelihood enhancing grant. 3<br />
