The programme seeks to address the care of orphans<br />

and vulnerable children through:<br />

• institutional support, which involves social workers, psychosocial<br />

support (counselling), material support, shelter and support visits,<br />

and may include temporary housing/foster care and assistance in<br />

obtaining birth certificates;<br />

• material support, which includes a food basket, clothing, blankets,<br />

gas cylinders and gas stoves, school uniforms and transport subsidies<br />

An orphan is defined as any child (younger than 18) who has lost<br />

services; or is the head of a household; or lives with sick<br />

parents or outside family care; or is HIV-positive. 4<br />

school uniform; fees for transportation, lease and leisurely activities;<br />
