Eligibility criteria<br />

Potential beneficiaries should be considered extremely poor (households<br />

suffering extreme levels of deprivation as measured by hunger, that have<br />

no assets and means of supporting themselves and receive no regular<br />

assistance from relatives) and labour-constrained (households with no<br />

able-bodied members aged 19–60 who can undertake work; or where there<br />

is an able-bodied adult who is responsible for more than three dependents). 2<br />

A fixed amount of USD7.88 in addition to:<br />

• USD1.27 for each child plus USD0.50 if the child is<br />

enrolled in school (up to a maximum of four children)<br />

• USD2 for households with a child with disabilities, additional<br />

• USD2.54 for households with an adult with disabilities, and<br />

• USD3.05 if one of the household members is an elderly dependent. 4<br />

Benefit delivery mechanism<br />

The SCTPP relies on a ‘pull’ delivery mechanism; programme<br />

beneficiaries can collect payments from payment points operated<br />

by Dedebit Microfinance Institution (DECSI), a private microfinance<br />

institution. Electronic payments are also conducted by M-BIRR<br />

(a mobile money service provider). 2<br />

Beneficiaries can collect the payments themselves or designate<br />

another person (either a member of the household or not)<br />

to collect payments on their behalf. 2<br />
