Pa effaith y mae'r diwygiadau yn ei chael?<br />
Mae papur briffio Llyfrgell Tŷ'r Cyffredin (Mawrth 2016) yn crynhoi rhywfaint o'r ymchwil gynnar i<br />
effeithiolrwydd y system ddiwygiedig.<br />
Roedd hyn yn cynnwys adroddiad gan Driver Youth Trust ym mis Hydref 2015, Joining the Dots, yn<br />
dadansoddi effaith y diwygiadau yn y flwyddyn ers eu cyflwyno. Nododd yr adroddiad:<br />
Many examples of high-quality provision have emerged in response [to the reforms].<br />
These are often driven by strong partnerships, well-managed change and skilled,<br />
impassioned leadership. However, at present provision is ‘fragmented’ leading to<br />
difficulties in sharing information and knowledge. As a result, many children and<br />
young people do not receive the support they deserve and gaps in the system lead to<br />
wasted resources as well as disconnected or duplicated services. Ultimately<br />
students, parents, schools and sector organisations are finding it difficult to navigate<br />
the new system and this is standing in the way of the reforms’ success. [fy mhwyslais<br />

Ffynhonnell arall a enwyd gan Lyfrgell Tŷ'r Cyffredin oedd y Gymdeithas Awtistiaeth Genedlaethol, a<br />
nododd yn ei hadroddiad ysgol yn 2015 (PDF 543KB):<br />

[Parents] believe services are deteriorating and are increasingly locked in lengthy and<br />
traumatic legal action to get their children’s needs met. The new SEN system<br />
promises to make things better, but one year on, the process itself is taking too long<br />
and facing clear challenges in the transition process between the two systems.<br />
Promisingly, parents and young people who have received EHC plans are more<br />
satisfied, although the number of plans being issued is lower, meaning we could see<br />

O ystyried bod Lloegr eisoes wedi dechrau ar y broses o ddiwygio’r system AAA, mae gan Gymru y<br />
cyfle i ddysgu gwersi’r broses weithredu yno er mwyn llywio ei phroses drawsnewid ei hun. Ar 1<br />
Tachwedd 2016, cyhoeddodd Llywodraeth y DU adroddiad Lee Scott, y cyn-Tsar ‘<strong>Anghenion</strong><br />
Arbennig’, sy’n adolygu profiadau plant a phobl ifanc ag AAA ac Anableddau yn y system ysgolion a<br />
cholegau. Tynnwyd sylw at y pum prif ganfyddiad yn adroddiad Lee Scott gan y National Association<br />
for Special Educational Needs (NASEN):<br />
Mae’n hanfodol cyfathrebu’n effeithiol â theuluoedd, yn ogystal â rhwng asiantaethau.<br />
Dylai’r system ar gyfer <strong>Anghenion</strong> Addysgol Arbennig ac Anableddau weithredu mewn modd mwy<br />
cyson ledled y wlad.<br />
Dylai ysgolion a cholegau ddarparu cymorth ym maes anghenion iechyd sylfaenol, fel<br />
meddyginiaeth.<br />
Dylai fod yn fwy eglur sut y caiff cyllid ym maes <strong>Anghenion</strong> Addysgol Arbennig ac Anableddau ei<br />
ddefnyddio.<br />
