Mae hyn yn cynnwys y rhai nad oes ganddynt gynlluniau Addysg, Iechyd a Gofal ond sy’n cael Cymorth
AAA. Mae’n rhaid i awdurdodau lleol gynnwys ac ymgysylltu â phobl ifanc wrth baratoi eu Cynnig Lleol.
Pa effaith y mae'r diwygiadau yn ei chael?
Mae papur briffio Llyfrgell Tŷ'r Cyffredin (Mawrth 2016) yn crynhoi rhywfaint o'r ymchwil gynnar i
effeithiolrwydd y system ddiwygiedig.
Roedd hyn yn cynnwys adroddiad gan Driver Youth Trust ym mis Hydref 2015, Joining the Dots, yn
dadansoddi effaith y diwygiadau yn y flwyddyn ers eu cyflwyno. Nododd yr adroddiad:
Many examples of high-quality provision have emerged in response [to the reforms].
These are often driven by strong partnerships, well-managed change and skilled,
impassioned leadership. However, at present provision is ‘fragmented’ leading to
difficulties in sharing information and knowledge. As a result, many children and
young people do not receive the support they deserve and gaps in the system lead to
wasted resources as well as disconnected or duplicated services. Ultimately
students, parents, schools and sector organisations are finding it difficult to navigate
the new system and this is standing in the way of the reforms’ success. [fy mhwyslais
Ffynhonnell arall a enwyd gan Lyfrgell Tŷ'r Cyffredin oedd y Gymdeithas Awtistiaeth Genedlaethol, a
nododd yn ei hadroddiad ysgol yn 2015 (PDF 543KB):
Y gwersi i Gymru
[Parents] believe services are deteriorating and are increasingly locked in lengthy and
traumatic legal action to get their children’s needs met. The new SEN system
promises to make things better, but one year on, the process itself is taking too long
and facing clear challenges in the transition process between the two systems.
Promisingly, parents and young people who have received EHC plans are more
satisfied, although the number of plans being issued is lower, meaning we could see
an even bigger increase in tribunal figures. [fy mhwyslais i]
O ystyried bod Lloegr eisoes wedi dechrau ar y broses o ddiwygio’r system AAA, mae gan Gymru y
cyfle i ddysgu gwersi’r broses weithredu yno er mwyn llywio ei phroses drawsnewid ei hun. Ar 1
Tachwedd 2016, cyhoeddodd Llywodraeth y DU adroddiad Lee Scott, y cyn-Tsar ‘Anghenion
Arbennig’, sy’n adolygu profiadau plant a phobl ifanc ag AAA ac Anableddau yn y system ysgolion a
cholegau. Tynnwyd sylw at y pum prif ganfyddiad yn adroddiad Lee Scott gan y National Association
for Special Educational Needs (NASEN):
Mae’n hanfodol cyfathrebu’n effeithiol â theuluoedd, yn ogystal â rhwng asiantaethau.
Dylai’r system ar gyfer Anghenion Addysgol Arbennig ac Anableddau weithredu mewn modd mwy
cyson ledled y wlad.
Dylai ysgolion a cholegau ddarparu cymorth ym maes anghenion iechyd sylfaenol, fel
meddyginiaeth.
Dylai fod yn fwy eglur sut y caiff cyllid ym maes Anghenion Addysgol Arbennig ac Anableddau ei
ddefnyddio.
