commanders’ winter campaign implementation plans focused on their<br />

limitations and equipment requests.<br />

• Conduct of operations—The ANDSF headquarters elements<br />

demonstrated improved ability to conduct combined-arms operations,<br />

executed several successful summer campaign operations, and prevented<br />

the Taliban from achieving any of their stated operational goals.<br />

The Coalition continues to focus train-advise-assist efforts on combatenabler<br />

capabilities such as intelligence, surveillance, and reconnaissance<br />

(ISR), artillery, aerial fires, and counter-IED capabilities. DOD reported<br />

the ANDSF has demonstrated increased operational capabilities such as<br />

independently planning intelligence-driven operations and integrating air<br />

power, as they have with the A-29 and the MD-530 aircraft, into operations<br />

planning. 186 According to DOD, AAF close air attack and armed overwatch<br />

capabilities are still developing; nonetheless, their increasing close-airattack<br />

capability has bolstered ANDSF ground forces’ motivation and<br />

enhanced their will to fight. 187 DOD attributes the improving integration of<br />

ISR and aerial fires as a key factor contributing to ANDSF successes across<br />

the country as compared with 2015 when these capabilities were nascent. 188<br />
