Information about TFBSO Villas<br />

with officials within the Ghani administration, a $99 million, improperly<br />

awarded, sole-source contract was terminated, avoiding excessive costs to<br />

the financing entity, to which the United States is a lead contributor. <strong>SIGAR</strong><br />

initiated 18 new investigations and closed 13, bringing the total number of<br />

ongoing investigations to 259.<br />

This quarter, <strong>SIGAR</strong>’s suspension and debarment program referred<br />

six parties for suspension or debarment based on evidence developed as<br />

part of investigations conducted by <strong>SIGAR</strong> in Afghanistan and the United<br />

States. These referrals bring the total number of individuals and companies<br />

referred by <strong>SIGAR</strong> since 2008 to 809, encompassing 453 individuals and 356<br />

companies to date.<br />

AUDITS<br />

<strong>SIGAR</strong> conducts performance audits, inspections, and financial audits<br />

of programs and projects connected to the reconstruction effort in<br />

Afghanistan. Since its last report to Congress, <strong>SIGAR</strong> has issued one audit<br />

alert letter, one performance audit, three financial audits, and two follow-up<br />

inspection reports. This quarter, <strong>SIGAR</strong> has 14 ongoing performance audits.<br />

Audit Alert Letter<br />

U.S. military and civilian officials have asked <strong>SIGAR</strong> to provide them with<br />

real-time information to prevent waste and increase the effectiveness of<br />

U.S. reconstruction programs. One of <strong>SIGAR</strong>’s main goals is to provide<br />

implementing agencies and Congress with actionable information while<br />

there is still time to make a difference. To achieve that goal, <strong>SIGAR</strong> sends<br />

audit alert letters to highlight concerns.<br />

During this reporting period, <strong>SIGAR</strong> sent one audit alert letter in<br />

response to a congressional inquiry about DOD’s Task Force for Business<br />

and Stability Operations’ use of private villas in Kabul and other locations<br />

in Afghanistan.<br />

Audit Alert Letter 17-14-AL: Response to Congressional<br />

Request for Information about TFBSO Villas<br />

On December 5, 2016, <strong>SIGAR</strong> wrote to Representative Walter Jones with a<br />

response to his information request about DOD’s Task Force for Business<br />

and Stability Operations’ (TFBSO) use of private ‘villas’ in Kabul and other<br />

locations in Afghanistan. Representative Jones requested that <strong>SIGAR</strong> provide<br />

information on the cost, occupancy, and use of the villas.<br />

To answer these questions—listed below by number with an abridged<br />

version of <strong>SIGAR</strong>’s response—<strong>SIGAR</strong> auditors searched the TFBSO hard<br />

drive that DOD delivered to <strong>SIGAR</strong> on January 14, 2016, which DOD<br />

claimed contained all of its remaining electronic records on the task force.<br />

Additionally, <strong>SIGAR</strong> contacted all the agencies that performed contracting<br />
