REPORT PURPOSE<br />
1. To present recently reviewed and amended local planning and environmental<br />
health policies to Council.<br />
2. To seek permission to commence public exhibition <strong>of</strong> amended and additional local<br />
planning policies in accordance with Part V <strong>of</strong> the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> No. 8 Town<br />
Planning Scheme.<br />
3. To seek adoption for the amended environmental health policy DE-1 “Occupancy <strong>of</strong><br />
Movable Dwellings in Residential, Urban Development, Town Centre, Commercial<br />
and Mixed Business Zones”.<br />
The re-drafted policies will be circulated prior to the meeting.<br />
Background<br />
The purpose <strong>of</strong> the Policy Manual is to:<br />
• Provide clear direction to staff to enable the effective and efficient day to day<br />
management <strong>of</strong> the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong>;<br />
• Enable staff to act promptly in accordance with Council‟s requirements but without<br />
continual reference to Council;<br />
• Set a guiding direction for the management <strong>of</strong> the <strong>Shire</strong> and assist staff and Council<br />
in achieving a fair and equitable decision making process as well as meeting<br />
statutory requirements;<br />
• Enable the community to be aware <strong>of</strong> the reasoning behind administrative and<br />
Council decisions.<br />
The Policy Manual is subject to review on an annual basis to ensure that policies are in<br />
keeping with community expectations, current trends and circumstances.<br />
Issues<br />
Requirement to Exhibit Local Planning Policies<br />
Any new or amended planning policies are required to be advertised for public comment in<br />
accordance with the provisions <strong>of</strong> Town Planning Scheme 8 (TPS8). Consequently,<br />
Council needs to consider the revised planning policies and if supportive <strong>of</strong> the proposed<br />
changes, resolve to adopt the revised policies as drafts for advertising. Following a 21-day<br />
advertising period, a report would then be presented to Council, which would provide<br />
