REPORT PURPOSE<br />
The purpose <strong>of</strong> this report is to seek Council‟s endorsement <strong>of</strong> a successful tenderer for<br />
the provision <strong>of</strong> freight service – incorporating general, refrigerated, express and courier for<br />
a period <strong>of</strong> two (2) years from the Date <strong>of</strong> Acceptance with a further one (1) year option.<br />
Background<br />
Tenders were advertised in the West Australian and the Pilbara News between 10 January<br />
and 21 January, 2009 with one (1) tender received from Centurion prior to the closing date<br />
and time.<br />
Tender Evaluation Process<br />
The tender was reviewed against the following criteria:<br />
Organisational Capabilities 30/100 weighting<br />
Key Personnel 10/100 weighting<br />
Performance 60/100 weighting<br />
Price non-weighted<br />
Although there was only one (1) Tenderer, the Panel rated the submission to ensure it met<br />
our requirements. The tender rated “fair to good”, with “few to no” deficiencies. Given<br />
Council already use this Contractor, previous experience was a good indicator <strong>of</strong><br />
performance.<br />
Issues<br />
There is currently State Government arrangements in place for all <strong>of</strong> the services<br />
requested under this tender, so these rates were used as a comparison to this tender.<br />
From this comparison it was determined that air freight and road express services were<br />
better placed to be delivered under the State arrangements. Therefore the Panel has<br />
recommended not to include these services in any tender let.<br />
