REPORT PURPOSE<br />

To consider the outcomes <strong>of</strong> the Expression <strong>of</strong> Interest process for the lease <strong>of</strong> land in<br />

Delambre Drive, Nickol.<br />

Background<br />

At its Ordinary meeting held 20 th October 2008, Council resolved to;<br />

Agree to seek Expressions <strong>of</strong> Interest for the lease <strong>of</strong> land located on Delambre Drive,<br />

Nickol, as defined in the attached map, for the purpose <strong>of</strong> constructing and managing a<br />

child care centre and / or other community purpose facilities in accordance with the<br />

requirements <strong>of</strong> the <strong>of</strong> <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> No 8Town Planning Scheme.<br />

A „Community Use‟ is defined in the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> No. 8 Town Planning Scheme<br />

(TPS8) as “land or buildings designed or adapted primarily for the provision <strong>of</strong><br />

educational social and recreational facilities and services by organisations involved in<br />

activities for community benefit.” The Community Use reservation is included in the „Other<br />

Public Purposes‟ suite <strong>of</strong> reserves in TPS8 that includes health, education,<br />

telecommunications, energy, waste disposal and treatment, water and drainage, cemetery,<br />

and airport.<br />

An advertisement calling for Expression <strong>of</strong> Interests for the Lease <strong>of</strong> Land for the Design,<br />

Construction and Management <strong>of</strong> a Community Facility was placed in the West Australian<br />

Newspaper on Saturday 22 nd November 2008. Additionally organisations who had<br />

previously expressed interest to Council requesting access to land for community purpose<br />

developments were contacted and encouraged to make a submission.<br />

The deadline for submissions was the 17 th December 2008. One submission was received<br />

from the YMCA <strong>of</strong> Perth.<br />

Council is now required to consider the expression <strong>of</strong> Interest and determine its approach<br />

moving forward.<br />

Statutory Process<br />

Typically an Expression <strong>of</strong> Interest process is used to make a preliminary selection<br />

because <strong>of</strong> the nature <strong>of</strong> the goods and services required, or to request information that<br />

may further assist to describe goods and services required in a Tender. Additionally the<br />

EOI is used to shortlist satisfactorily capable suppliers <strong>of</strong> goods and services.<br />
