REPORT PURPOSE<br />
The purpose <strong>of</strong> this report is to seek Council‟s endorsement <strong>of</strong> a successful tenderer for<br />
the supply and laying <strong>of</strong> asphalt for a period <strong>of</strong> two (2) years from the Date <strong>of</strong> Acceptance<br />
with a further one (1) year option.<br />
Background<br />
Tenders were advertised in the West Australian and the Pilbara News between 10 January<br />
and 21 January, 2009 with three (3) tenders received prior to the closing date and time.<br />
The tenderers, in no particular order were:<br />
Asphaltec Pty Ltd<br />
Pioneer Road Services<br />
Downer Edi Works<br />
Tender Evaluation Process<br />
Tenders were reviewed against the following criteria:<br />
Issues<br />
Organisational Capabilities 30/100 weighting<br />
Key Personnel 30/100 weighting<br />
Performance 40/100 weighting<br />
Price non-weighted<br />
Upon assessment <strong>of</strong> each Tenderer against the conformance criteria it became apparent<br />
that only Downer Edi Works provided a fully conforming tender. This was due mainly to the<br />
other Tenderers not addressing the Selection Criteria. Notwithstanding this, an assessment<br />
<strong>of</strong> the prices was made to ensure Council would still receive value for money from the<br />
<strong>Page</strong> 70
