We should explain what the government<br />
provides us on this subject and the benefits<br />
presented to investors. We should explain,<br />
by showing how advanced Western Europe<br />
is on this subject, how important this<br />
type of affordable and clean energy is in a<br />
country with a generous supply of sun like<br />
Turkey.<br />
In conclusion what should we do?<br />
What should the solutions and<br />
policies be?<br />
Our goal as a country should be to reach<br />
15-20 GW installed power in solar by<br />
the year 2023 and “Supply 5% of our<br />
energy consumption as a national goal.”<br />
According to this it is expected that 15-20<br />
billion dollars will be invested over the next<br />
10-15 years to supply our country’s energy<br />
demand. What should be done in line with<br />
this prediction?<br />
Power is the biggest problem in<br />
agricultural irrigation and operations.<br />
Irrigation cooperatives should be<br />
supported so that the SEPs installed<br />
yatırımlarına 15-20 milyar dolar yatırım<br />
yapılması beklenmektedir. Bu düşünceler<br />
doğrultusunda, neler yapılmalıdır?<br />
Tarımsal sulama ve işletmelerde en büyük<br />
sorun enerjidir, Sulama Kooperatifleri<br />
desteklenerek bu alanda kurulacak GES’ler<br />
tarım sektörüne ve ülkemiz çiftçisine ciddi<br />
katkılar sağlayacaktır.<br />
Bireysel çiftçilerin sulama pompalarındaki<br />
enerji maliyeti nedeniyle zorluk çekmektedir<br />
ve bu konuda verilecek destek ülke<br />
ekonomisine zincirleme katkı oluşturacaktır.<br />
Kayıtlı sulama amaçlı pompaların % 10<br />
fazlası ile kurulacak hibeli GES sistemlerinin<br />
yılda bir sefer mahsuplaşması ve kamunun<br />
fazla enerjiye ödeme yapmaması şeklindeki<br />
uygulama ile ülkemizdeki çiftçilerin<br />
faydalanması ve kayıt altına alınması<br />
sağlanmalıdır.<br />
TEDAŞ’ın çıkardığı 10kW altı taslak<br />
yönetmelik olumlu yenilikler getirse de<br />
uygulanabilir değildir. 2 ila 10 kW bir sistem<br />
için bürokrasi işlemi nedeniyle uygulanması<br />
gerçekleşmektedir.<br />
Bireysel çatılarda, 10 kW’a kadar<br />
bağlantıların elektrik mühendisi onayı<br />
ile gerçekleşmesi ve TEDAŞ tarafından<br />
kabul edilmesi bu tür yapılarda öz tüketim<br />
kullanımının önünü açacaktır.<br />
50-100 KW’a kadar küçük işletmeler,<br />
petrol istasyonları, yazlık ve diğer siteler,<br />
toplu konutlar, sosyal amaçlı binalarda solar<br />
enerjinin kullanımının artması sektöre ciddi<br />
bir ivme sağlayacaktır. Bu alanlardaki TİP<br />
proje onayında EMO, İMO ve TEDAŞ ile<br />
koordineli bir yol haritası oluşturulabilir.<br />
Organize sanayi bölgesi dışındaki sanayi ve<br />
çiftlik, çatılarında çok rahatlıkla öz tüketime<br />
uygun ve tüketiminin belirli bir oran fazlası<br />
ile GES kurulumlarında ciddi artışlar<br />
sağlanabilir.<br />
Organize sanayi bölgelerinde kullanılan<br />
mevcut fiyat avantajı nedeniyle bu alanlara<br />
ayrı bir alım fiyatı vererek, bu yapılardaki<br />
çatılar ülke ekonomisine büyük katkı<br />
oluşturacaktır. Arazi geliştirme, enerji nakil<br />
hattı olmaması, güvenlik ve bakım nedeniyle<br />
bu alanlardaki kurulumlar daha avantajlı<br />
olacaktır.<br />
Belediyeler başta olmak üzere üniversiteler,<br />
hastaneler ve diğer kamu binalarının<br />
yanında DSİ gibi kurumların solar enerji<br />
yatırımlarında öncelik yapmaları bu sektörün<br />
gelişimi ve ülke ekonomisine katkısı olacaktır.<br />
Gelecek nesillerin temiz bir dünyada<br />
yaşayabilmesi ve “ Türkiye’nin güneşi<br />
enerjimiz olsun” temennisiyle…<br />

agriculture sector and the farmers of our<br />
country.<br />
Individual farmers are having difficulties<br />
due to the energy cost for their irrigation<br />
pumps and support in this subject<br />
will have a positive chain effect on the<br />
country’s economy.<br />
With the implementation of a system, in<br />
which SEP systems to be installed as a<br />
grant with over 10% of registered pumps<br />
for irrigation are offset once a year so the<br />
government does not pay too much for<br />
power our farmers will not only benefit but<br />
be on record as a result.<br />
Although the draft regulation that<br />
TEDAŞ issued for under 10kW brought<br />
new positive elements is it not applicable.<br />
Due to the bureaucratic process for a<br />
system between 2 and 10 kW it cannot be<br />
implemented.<br />
Connections up to 10 kW on individual<br />
roofs being done with engineer approval<br />
and TEDAŞ acceptance will forge the<br />
way for self-consumption in these types of<br />
structures.<br />
An increase in the use of solar energy in<br />
small businesses, gas stations, summer<br />
home and other complexes, collective<br />
housing and social buildings up to 50-100<br />
KW will accelerate the sector greatly. A<br />
coordinated road map could be created<br />
with the EMO, İMO and TEDAŞ in the<br />
TYPE project approval in these fields.<br />
The industry and farms outside of<br />
organized industry zones could achieve a<br />
major increase in SEP installations with<br />
systems on their roofs suitable for self<br />
consumption and a certain portion above<br />
consumption.<br />
By giving a separate price to organized<br />
industry zones due to the existing price<br />
advantage used in these areas, their roofs<br />
will contribute greatly to the country’s<br />
economy. Not having land development<br />
and power lines will make installations<br />
in these areas more advantageous due to<br />
security and maintenance.<br />
If especially municipalities, universities,<br />
hospitals and other public buildings as<br />
well as DSİ (Government Water Works)<br />
prioritize solar energy investments this will<br />
contribute greatly to the development of<br />
this sector and the country’s economy.<br />
I conclude with the hope of leaving a clean<br />
world to future generations and “Turkey’s<br />
sun being our energy…”<br />
