Τουρισμός και Αγροτικά Προϊόντα. Τα τελευταία χρόνια καταβάλλονται προσπάθειες τόσο από την Περιφέρεια Κρήτης αλλά και από άλλους φορείς προκειμένου να συνδεθούν στην πράξη αυτοί οι δύο τομείς. Αγροτικά προϊόντα της Κρήτης στα ξενοδοχεία, «Κρητικό Πρωινό», networking events μεταξύ επιχειρηματιών στους δύο αυτούς κλάδους. Πως αξιολογείτε εσείς αυτές τις δράσεις και κατά πόσο έχουν αποτελέσματα στην πράξη; Τι επιπλέον πρωτοβουλίες θα προτείνατε εσείς ως προς αυτό; Έχουμε αναπτύξει ειδικές ομάδες που ασχολούνται με το αντικείμενο κι έχουμε χρηματοδοτήσει σημαντικές μελέτες, οι οποίες δείχνουν πως υπάρχουν πολλά ακόμη να γίνουν. Στη μία άκρη του φάσματος είναι η μετατροπή των αγροδιατροφικών δραστηριοτήτων σε τουριστικές: η εκπαίδευση των παραγωγών στην προσφορά εμπειριών για επισκέπτες. Στην άλλη άκρη του φάσματος είναι η επένδυση σε παραγωγικές μονάδες που να μπορούν να εφοδιάζουν τις τεράστιες ανάγκες του τουρισμού κατά την περίοδο αιχμής, πράγμα που τώρα είναι ανεπαρκέστατο. Και ενδιαμέσως υπάρχουν πολλές ακόμη δράσεις προβολής και διασύνδεσης, όπως το «WeDoLocal» (www.wedolocal.gr), μια Κρητική πρωτοβουλία για την ανάδειξη τοπικών προϊόντων και κουζίνας στα ξενοδοχεία. Όλες αυτές μας οι ενέργειες δείχνουν πως υπάρχει σημαντική υστέρηση τεχνογνωσίας στον αγροδιατροφικό τομέα, όπου μόνο τώρα, με τη νέα γενιά, μπαίνουν στην παραγωγή νέα μυαλά με πτυχία κι επιστημονική κατάρτιση, συνειδητοποιημένοι για την τουριστική διάσταση της δουλειάς τους, με όρεξη να συνεργαστούν με άλλους τομείς και να παραγάγουν καινοτόμα και διαφοροποιημένα προϊόντα. Βέβαια, έχουμε πολύ δρόμο ακόμη μέχρι να γίνουμε Ολλανδία, αλλά το μόνο που μας κρατάει πίσω είναι η δική μας νοοτροπία. Αν ξεπεράσουμε τις αγκυλώσεις, μπορούμε να μεγαλουργήσουμε. Μέσα από την αρθρογραφία σας αναφέρεστε συχνά στην ανάπτυξη της Ελλάδας και την κατεύθυνση που αυτή πρέπει να έχει. Τι σημαίνει για εσάς ανάπτυξη και πώς θεωρείτε ότι μπορεί να συμβεί στην πράξη; Πού πρέπει να δοθεί έμφαση προκειμένου η χώρα μας να αυξήσει συνολικά την παραγωγικότητα της, το ΑΕΠ και όλους εκείνους τους δείκτες που θα επιτρέψουν στους πολίτες να επιστρέψουν σε μία κανονικότητα; Στην ανάπτυξη υπάρχει μια νομοτελειακή αλληλουχία πράξεων: πρώτα προσελκύεις επενδύσεις, δηλαδή επενδυτές που θέλουν να βγάλουν κέρδη, κατόπιν αυξάνεται το παραγωγικό δυναμικό και συντελείται η αύξηση του ΑΕΠ (η «ανάπτυξη»), κατόπιν αναπτύσσεται ο ανταγωνισμός μεταξύ των επιχειρήσεων και βελτιώνεται η σχέση ποιότητας-τιμής, κατόπιν μειώνεται η ανεργία μέσω προσλήψεων, κατόπιν αυξάνονται οι μισθοί για να προσελκύσουν καλύτερο ανθρώπινο δυναμικό στις απαιτητικές επιχειρησιακές ανάγκες και έτσι αυξάνονται και τα φορολογικά έσοδα και οι ασφαλιστικές εισφορές. Στην Ελλάδα έχουμε βάλει το κάρο μπροστά από το άλογο, αντιστρέφοντας πλήρως αυτή τη σειρά: νομίζουμε πως πρώτα θα αυξηθούν οι μισθοί και μέσω αυτών η κατανάλωση, και με κάποιο μαγικό τρόπο η αυξημένη ζήτηση θα δημιουργήσει αυξημένη παραγωγή, ενώ στην πραγματικότητα θα οδηγήσει σε αύξηση των εισαγωγών, και άρα επιδείνωση του εμπορικού ισοζυγίου και του ισοζυγίου πληρωμών. Νομίζουμε πως δε χρειάζεται να δώσουμε κίνητρα στο κεφάλαιο να έρθει και να επενδύσει, διότι αυτό θα έρθει από μόνο του όταν υπάρξει ζήτηση για καταναλωτικά προϊόντα. Φυσικά, αν το κεφάλαιο δεν μπορεί να βγάλει κέρδη στην Ελλάδα, θα κάνει τις επενδύσεις αλλού και θα εξάγει τα τελικά καταναλωτικά προϊόντα στην Ελλάδα. Σύντομα θα πρέπει να δανειζόμαστε αφειδώς για να συγκρατήσουμε το βιοτικό επίπεδο, όπως έγινε τη δεκαετία του 2000 και φτάσαμε στη χρεοκοπία. Δυστυχώς, ακόμη και σήμερα, μετά από σχεδόν 10 χρόνια κρίσης, ο Ελληνικός πληθυσμός νομίζει πως οι λέξεις «μεγάλοι ξένοι επενδυτές» είναι κάτι κακό. Τελικά, έχουμε πρόβλημα νοοτροπίας. Η κρίση μας δεν είναι τόσο οικονομική όσο είναι αξιακή. Tourism is the "heavy industry" of Crete. What does the state need to do to support and further strengthen the tourism industry? We have recently calculated in SETE that tourism contributes directly 47% of the GDP of Crete. It is not just a "heavy industry". It is almost monoculture. It also has significant upward trends, while other sectors of the economy are declining. Soon we will be over 50%. What we are asking the State for, in particular, is the infrastructure to develop: the streets, the airports, the ports, and so on. The more investors they can bring, private mainly, the better. And then we also have the important issues of visa facilitation, the opening hours of the archaeological sites, the conversion of unemployment benefit into work allowance, the reduction of oversupply, and so on. All I mentioned do NOT refer to the Ministry of Tourism. From this ministry we only ask to speed up the permits and coordinate all the competent services involved in them. Tourism and Agricultural Products. In recent years, efforts have been made both by the Region of Crete and by other agencies to connect these two areas in practice. Crete’s rural products in hotels, the "Cretan Breakfast", networking events between entrepreneurs in these two sectors. How do you evaluate these actions and how effective are they in practice? What additional initiatives would you suggest in this regard? We have developed special teams dealing with the subject and have funded important studies, which show that there is much more to be done. At one end of the spectrum is the conversion of agri-food activities into tourism: the training of producers to offer experience to the visitors. At the other end of the spectrum is investing in production units that can supply the enormous needs of tourism during the peak season, which is now inadequate. And there are many other promotional and interlinking actions, such as "WeDoLocal" (www. wedolocal.gr), a Cretan enterprise to promote local products and cuisine to hotels. All these actions show that there is a significant lack of know-how in the agri-food sector, where only now, the new generation with new production intellects, with diplomas and scientific training, aware of the tourist dimension of their work, with an appetite to cooperate with other sectors and to produce innovative and diversified products. Of course, we have a long way to go before we become the Netherlands, but the only thing that keeps us behind is our own mentality. If we overcome the compulsions, we can be greater. Through your articles, you often refer to the development of Greece and the direction it must have. What does development mean to you and how do you think it can happen in practice? Where should we emphasize on our country’s overall increase in productivity, GDP and all those indicators that will allow citizens to return to regularity? In development there is a deterministic sequence of operations: first you attract investments, ie investors who want to make profits, then the production capacity increases and GDP growth ("growth") is achieved, then competition among companies develops and the quality ratio improves, then unemployment is reduced by recruitment, then wages increase to attract better manpower to demanding business needs, and so tax revenues and the social security contributions. In Greece, we have reversed this whole streak: we think that wages will increase and through this consumption as well; in some magical way the increased demand will generate increased production, and in fact will lead to an increase of imports, thus worsening the trade balance and the balance of payments. We do not think we need to give incentives to investors to capitalize, because that will come by itself when there is demand for consumer products. Of course, if capital cannot make profits in Greece, it will invest elsewhere and export the final consumer products to Greece. Soon we will have to borrow solemnly to contain the standard of living, as happened in the 2000s and we were in bankruptcy. Unfortunately, even today, after almost 10 years of recession, the Greek population thinks that the words "big foreign investors" are bad. Ultimately, we have a mentality problem. Our judgment is not as economic as it is value based. 46
