Engaging with our community<br />
We regularly consult with our community to help us make<br />
decisions in a range of areas. We want our community to<br />
be informed of our operations and provide input. Seeking<br />
community feedback ensures we know the priorities and<br />
expectations of our community and can take this into<br />
account when we make decisions around planning, service<br />
delivery and other areas. We are committed to ensuring our<br />
community members are informed of <strong>Council</strong> operations<br />
and are able to have input in a balanced and appropriate<br />
way, leading to shared support and collaboration.<br />
<strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong> has championed transparent<br />
local government performance reporting by providing<br />
interactive dashboards to the community. The<br />
dashboards display data from various organisational<br />
systems in a central online location using a tool called<br />
Power BI. The Power BI dashboards are linked to<br />
underlying reports that are updated daily where possible.<br />
The public can access information about <strong>Council</strong>’s<br />
performance anytime, anywhere via <strong>Council</strong>’s website.<br />
The tool also enables the organisation to view live data,<br />
reducing the need to generate periodic reports internally.<br />
<strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong>’s dashboards provide<br />
information about:<br />
• the community<br />
• local growth trends<br />
• current and future land development<br />
• statistics about key services<br />
• delivery progress on major projects<br />
• delivery progress of actions set out in the <strong>Council</strong> Plan.<br />
During <strong>2017</strong>–<strong>18</strong>, <strong>Council</strong> also trialled live webcasting its<br />
<strong>Council</strong> meetings, providing further opportunities for the<br />
community to be informed of <strong>Council</strong> decisions.<br />
Challenges<br />
<strong>Cardinia</strong> <strong>Shire</strong> is a unique blend of urban growth area,<br />
rural community and green wedge zones; resulting in the<br />
challenge to balance the varying needs and aspirations of<br />
30 townships across a diverse landscape. <strong>Council</strong> seeks<br />
to find that balance and achieve the outcomes desired by<br />
these communities while ensuring economic prosperity,<br />
social wellbeing, environmental sustainability, and longterm<br />
financial sustainability.<br />
Many of <strong>Council</strong>’s infrastructure and services projects are<br />
funded by rate revenue, which is limited by the Victorian<br />
Government’s rate cap. With a heavy focus on grants and<br />
advocacy into the future, <strong>Council</strong> has continued to meet<br />
the rate cap while carefully balancing community needs<br />
with the impact of limited income from rates.<br />
Looking forward<br />
<strong>Council</strong> will continue to develop integrated planning and<br />
reporting processes as well as work on our performance<br />
reporting dashboards to provide greater visibility of our<br />
activities to the community. We’ll also develop better<br />
ways to understand the requirements of our community<br />
through continuous listening technologies and a focus on<br />
our community engagement strategies.<br />
<strong>Council</strong> will continue to find business improvements with<br />
real and sustainable savings that increase <strong>Council</strong>’s<br />
capacity to deliver its diverse range of services to our<br />
rapidly growing community. We will also continue to<br />
advocate and seek grants from a variety of sources and<br />
to engage in new partnerships to help fund and deliver<br />
projects and attract services to the shire.<br />
