2013–14 Year in review<br />

Description of operation<br />

Capital works can be defined as building and engineering<br />

works that create an asset. These can include<br />

construction as well as the installation of facilities and<br />

fixtures associated with those works. Capital works<br />

projects typically include the construction of buildings,<br />

roads and bridges, recreational facilities, and structures<br />

or mechanical installations. It can also include upgrading<br />

or extending existing buildings and major road works to<br />

upgrade existing roads.<br />

<strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong> undertakes capital works to<br />

provide new assets and to improve existing assets.<br />

• New – an asset is built that did not previously exist.<br />

• Renew or replace – the existing asset or component<br />

of an asset has reached the end of its useful life. With<br />

the exception of land, assets have limited useful lives<br />

and decline in value due to wear and tear. Example<br />

works include resealing an existing sealed road or<br />

replacing a roof on a building.<br />

• Growth or enhancement – the capacity of an existing<br />

asset is increased beyond its original design capacity<br />

or service potential. Example works include widening<br />

a bridge or adding an extension to a building.<br />

• Disposal or decommission – an asset that is no<br />

longer required is removed from service.<br />

Major capital works<br />

<strong>Council</strong> has progressed and delivered many projects<br />

throughout the <strong>2017</strong>–<strong>18</strong> year. The following are some<br />

of our major projects, having a value of more than<br />

$500,000, which enabled <strong>Council</strong> to deliver improved<br />

services, amenity, ease-of-access, and quality facilities to<br />

our diverse community.<br />

Development of an all-abilities play space, wetlands and a sustainably-designed community and<br />

education centre, nursery, passive reserves, car parking and access roads.<br />

Tenders have been awarded and works have commenced for the following stages of this development:<br />

• construction of the building and services<br />

• construction of the regional all-abilities playspace<br />

• civil works package for the car park and associated drainage<br />

• construction of new holes at Pakenham Golf Course<br />

The works associated with landscaping have also been awarded and will be undertaken following<br />

completion of the civil works. The majority of these works are expected to be complete by mid-2019.<br />

Melbourne Water has recently confirmed funding to construct the large wetlands area at the<br />

southern end of the reserve.<br />
