We will continue to plan and manage the natural and built environment for present and future generations.<br />
Provision and maintenance of assets on a life-cycle basis<br />

Maintain all <strong>Council</strong> roads and supporting infrastructure in accordance with the Road Management Act 2004.<br />
Inspections and maintenance of the road network<br />
in accordance with the Road Management Plan.<br />
Reseal and renewal of identified roads and<br />
footpaths in accordance with the Road and<br />
Footpath Asset Management plans.<br />
Inspections have been carried out in accordance<br />
with <strong>Council</strong>’s Road Management Plan. Weekly<br />
reports are provided from Reflect indicating weekly<br />
performance to inspections and defects. Quarterly<br />
reports are also provided to <strong>Council</strong>’s Senior<br />
Leadership Team.<br />
All works have been completed.<br />
Develop new and maintain existing parks, gardens and reserves in a sustainable way.<br />
Finalise the evaluation of open space areas to<br />
determine appropriate service standards across<br />
the shire’s suite of reserves in preparation for<br />
tendering the new open space contract in<br />
20<strong>18</strong>–19.<br />
Provide accessible facilities to meet identified community needs.<br />
Hills Hub (Emerald) Redevelopment – finalise<br />
design for the Hub. Develop tender for release<br />
late <strong>2017</strong> with a view to commence construction<br />
early 20<strong>18</strong>. Coordinate with current stakeholders<br />
alternative venues to continue their operations.<br />
Work with DEWLP to clarify new management<br />
structure for the Hills Hub.<br />
New fit-out to the ground level of the Officer<br />
municipal offices.<br />
Install pre-fabricated public toilets at Emerald<br />
Lake Park.<br />
An open space hierarchy, functions and standards<br />
review has been completed. The updated<br />
review identifies all open space areas and the<br />
appropriate service standards to meet the needs<br />
of the community. This will enable an accurate<br />
service specification to be developed for the open<br />
space maintenance contract due to commence<br />
November 2019.<br />
The design phase for Hills Hub has been<br />
completed. The contract was awarded for<br />
construction. The management of land was<br />
transferred to <strong>Council</strong> in February 20<strong>18</strong>. Liaision<br />
with stakeholders and the contractor has been<br />
undertaken to manage the site and access<br />
during the build. Demolition and construction has<br />
commenced.<br />
This project awaits an interested party and<br />
commitment to lease the space before works can<br />
commence. The ground level potential cafe area is<br />
not being used due to no expression of interest in<br />
the open market at present.<br />
The ten-year Capital Works Program does not<br />
indicate this an item of reference. The public toilets<br />
are informed by the master plan for the park and<br />
there is no reference to a redevelopment priority<br />
for the toilets in <strong>2017</strong>–<strong>18</strong>. This project has been<br />
postponed to 20<strong>18</strong>–19 and a review of the current<br />
master plan has been requested.<br />
