Minimised impact of emergencies<br />

Implement plans that support people in times of emergency.<br />
Lead the regular review and exercising of the<br />
various elements of <strong>Cardinia</strong> <strong>Shire</strong>’s Municipal<br />
Emergency Management arrangements to<br />
ensure their relevance to its risk profile. Review<br />
and develop Municipal Emergency Animal<br />
Management Plan and Municipal Pandemic Plan.<br />
Municipal Emergency Management Planning<br />
Committee meetings were undertaken quarterly.<br />
Plans, arrangements and risk profile are regularly<br />
reviewed at these meetings. The Municipal<br />
Pandemic Plan was developed and endorsed<br />
in June <strong>2017</strong>. The Municipal Emergency Animal<br />
Management Plan is currently in draft. The<br />
plan has been presented to <strong>Council</strong>’s Senior<br />
Leadership Team and to <strong>Council</strong> in June 20<strong>18</strong>.<br />
This plan has been discussed with the Municipal<br />
Emergency Management Planning Committee<br />
and will put to <strong>Council</strong> for endorsement shortly.<br />
An action plan has been developed to continue<br />
identifying the capacity of supporting organisations<br />
and services for animals during emergencies<br />
in <strong>Cardinia</strong> <strong>Shire</strong>. This will be implemented in<br />
2019. Elements of the Municipal Emergency<br />
Management Plan have been exercised, including<br />
activation of <strong>Council</strong> resources, coordination, and<br />
the flood and storm plan. The Relief and Recovery<br />
Sub Plan was exercised at Exercise Emerald in<br />
April 20<strong>18</strong>. This was a discussion-based exercise<br />
with <strong>Council</strong>, the community and supporting<br />
agencies to identify operations within the township<br />
of Emerald in the event of a fire. The Municipal<br />
Emergency Management Planning Committee and<br />
Sub Committees continue to review the risk profile<br />
of <strong>Cardinia</strong> <strong>Shire</strong>. A working group of the Municipal<br />
Emergency Management Planning Committee<br />
has been established to develop an Emergency<br />
Management Sub Plan for Emerald Lake Park.<br />
Implement effective plans and procedures that minimise the impact of all emergencies in the shire.<br />
Develop a long-term plan for burning in <strong>Council</strong><br />
reserves. Review <strong>Annual</strong> CERA (Community<br />
Emergency Risk Assessment), <strong>Annual</strong> Victorian<br />
Fire Risk Register (VFRR) risk assessment, and<br />
Bushfire Risk Profile for <strong>Cardinia</strong> <strong>Shire</strong>.<br />
A consultancy service has been engaged to develop<br />
a ten-year planned burn strategy for <strong>Cardinia</strong> <strong>Shire</strong>.<br />
The strategy considers risk to the shire from fire,<br />
potential reserve sites, priority areas and fuel<br />
reduction methods. <strong>Council</strong> has reviewed the<br />
strategy and determined costings. <strong>Council</strong>’s Senior<br />
Leadership Team will be presented with costing<br />
requirements in July 20<strong>18</strong>. Implementation of the<br />
strategy will commence in 2019 in conjunction with<br />
the Country Fire Authority. Two planned burns were<br />
conducted in 20<strong>18</strong>.<br />
