Provide active and passive recreation facilities to meet the needs of residents.<br />
Complete construction of the civil works and<br />
pavilion for the Pepi’s Land (Emerald) netball facility.<br />
Rezoning was approved by the Minister and civil<br />
construction was commenced. A detailed design<br />
of the pavilion progressed in consultation with the<br />
netball club. Civil works are nearing completion,<br />
with road works and final sealing of the car park<br />
still pending. The pavilion design is being finalised.<br />
Civil works are expected to be completed in<br />
November 20<strong>18</strong> and the pavilion in September<br />
2019. This project was delayed by planning<br />
scheme approvals and the redesign of the<br />
netball pavilion.<br />

The project was scoped, put to tender and a<br />
consultant appointed for the detailed design of the<br />
proposed sporting facilities and associated civil<br />
works at Comely Banks Reserve. Grant funding<br />
for this project has been applied for through Sport<br />
and Recreation Victoria. This project will be carried<br />
forward into 20<strong>18</strong>–19.<br />
Planning scheme amendment documentation was<br />
prepared and authorisation was sought in early<br />
<strong>2017</strong>. Advice has been received from the Minister<br />
of Planning that the amendment request is not<br />
supported. <strong>Council</strong> will continue to advocate for<br />
rezoning to accommodate the use.<br />
