Staffing matters<br />
In early 20<strong>18</strong>, <strong>Council</strong> conducted an employee<br />
engagement survey to measure the level of staff<br />
engagement across the organisation. The data from<br />
this survey will support business planning and future<br />
initiatives to strengthen what we do well and to improve<br />
the services we provide to our community.<br />
Leading the way<br />
Leadership, values, and innovation will continue to be<br />
the focus for staff development. <strong>Council</strong> is committed to<br />
fostering a cohesive, flexible and engaged workforce that<br />
delivers excellent outcomes for the community.<br />
With a focus on building leadership capabilities at all levels<br />
across the organisation, we continue to enhance our<br />
Leadership Capability Framework. This framework delivers<br />
clarity around performance expectations and develops our<br />
leaders consistently, which contributes toward creating a<br />
greater leadership density. In early 20<strong>18</strong>, we introduced<br />
Coaching Circles that are facilitated by senior managers to<br />
support leadership development with practical mentoring<br />
on day-to-day leadership challenges.<br />
We’ve also continued the Leadership Fundamentals<br />
Program, which is dedicated to building leadership<br />
capacity, team effectiveness and a more cohesive<br />
organisation culture. Each year 20 new and emerging<br />
leaders complete this program.<br />
Lifelong learning<br />
<strong>Council</strong> has continued to expand its corporate training<br />
calendar, offering a range of learning and development<br />
programs for all staff that are aligned to the Leadership<br />
Capability Framework. Popular topics in <strong>2017</strong>–<strong>18</strong><br />
included genuine conversations, mindfulness and<br />
time management.<br />
A particular focus has been on raising awareness of<br />
family violence with information and support provided to<br />
all staff, which also contributed to <strong>Council</strong>’s White Ribbon<br />
Accreditation. Mandated Child Safety Awareness Training<br />
continues as part of <strong>Council</strong>’s commitment to be a childsafe<br />
organisation.<br />
Additional development opportunities available to our<br />
employees throughout the year included:<br />
• a range of LGPro offerings, staff coaching<br />
and mentoring<br />
• support to undertake formal education, from<br />
certificate level courses to post-graduate<br />
qualifications, under <strong>Council</strong>’s Education<br />
Support Program<br />
• the delivery of <strong>Council</strong>’s <strong>18</strong>-month traineeship<br />
program offering youth placement opportunities for<br />
trainees to experience working in various business<br />
units across <strong>Council</strong>.<br />
New enterprise bargaining agreement<br />
In November <strong>2017</strong>, the Fair Work Commission approved<br />
the <strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong> Enterprise Agreement <strong>2017</strong>.<br />
The document identifies and secures the working<br />
arrangement for all employees at <strong>Council</strong> for the next<br />
three years. It provides certainty in our business planning<br />
and supports the premise that <strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong> is a<br />
great place to work.<br />
Staffing information at 30 June 20<strong>18</strong><br />
• 62.9 per cent of <strong>Council</strong> staff were female<br />
(including casuals).<br />
• 37.1 per cent of <strong>Council</strong> staff were male<br />
(including casuals).<br />
• 45.0 per cent of full time positions were held by men.<br />
• 88.4 per cent of part time positions were held<br />
by females.<br />
• 35.3 per cent of <strong>Council</strong> staff worked part-time.<br />
