Garry McQuillan –<br />
Chief Executive<br />
Officer<br />
Garry has a long history in<br />
local government in Victoria<br />
and NSW and has held the<br />
position of CEO at <strong>Cardinia</strong><br />
<strong>Shire</strong> <strong>Council</strong> for over 10<br />
years. He is a member of the<br />
Interface and South East Metropolitan<br />
group of councils.<br />
Also a member of the Foodprint Melbourne<br />
Stakeholder Advisory Group, Garry advocates for<br />
the interests of <strong>Cardinia</strong> <strong>Shire</strong> as a significant area<br />
of food production on Melbourne’s fringe and<br />
Australia’s ‘asparagus capital’. In his role as CEO,<br />
he actively promotes agriculture in the region and<br />
works to increase access to recycled water for the<br />
region’s farmers.<br />
Garry is passionate about supporting our growing<br />
community and has been influential in promoting<br />
healthy living for <strong>Cardinia</strong> <strong>Shire</strong>’s residents. In<br />
particular, he has helped foster a new partnership<br />
between <strong>Council</strong> and Sustain Australian Food<br />
Network, which aims to create a fair and<br />
sustainable food system and reduce the obesity<br />
rates in <strong>Cardinia</strong> <strong>Shire</strong> by 30 per cent over the<br />
next 10 years.<br />
In his support of the Together We Can initiative and<br />
White Ribbon campaign, Garry is a strong advocate<br />
for promoting awareness and support services<br />
for preventing and ending family violence. In<br />
addition, he encouraged and supported his staff to<br />
achieve recognition as a White Ribbon accredited<br />
workplace in 2016.<br />
He believes in supporting all <strong>Council</strong> staff to reach<br />
their potential and seeks to position <strong>Cardinia</strong><br />
<strong>Shire</strong> <strong>Council</strong> as an innovative, progressive and<br />
responsive organisation that meets the demands<br />
of a rapidly growing community. In <strong>2017</strong>, Garry<br />
proudly received the Investors in People Gold<br />
Accreditation on behalf of <strong>Cardinia</strong> <strong>Shire</strong> <strong>Council</strong> for<br />
its commitment to high performance through good<br />
people management.<br />
Michael Ellis –<br />

Assets and Services<br />
With more than 38 years’ of<br />
knowledge and experience in both<br />
local government and the private<br />
sector, Mike joined <strong>Cardinia</strong> <strong>Shire</strong><br />
<strong>Council</strong> in March 2000. He has<br />
management and engineering<br />
qualifications, and is a member of LGPro and the Institute<br />
of Public Works Engineering Australasia.<br />
A major priority for Mike is delivering a significant capital<br />
works program while maintaining and renewing the<br />
shire’s existing assets to ensure long-term sustainability.<br />
With a focus on empowering his staff, he leads his<br />
teams to achieve timely delivery of new assets and<br />
infrastructure, enabling the provision of facilities and<br />
services that meet the demands of our rapidly<br />
growing community.<br />
