8.1.4 The Transformation Agenda of the Department seeks to ensure redress by pursuing a
course of development that is responsive to the social and economic circumstances in
communities, the Development Agenda of the Province, and the historically derived
pockets of inequitable services that still exist in the Province. In this regard, this section
of the document highlights priorities and presents an outline of strategic goals and
objectives. The section also seeks to present a rationale for the identification and
selection of each strategic goal in light of the vision of the Department, the issues that
are currently faced, and the core element of the Department’s Transformation Agenda.
8.2 Departmental Priority Areas
The priority areas of focus in the Department are derived from its emphasis on ensuring
that the organizational systems and policy framework of the Department are sufficiently
adequate to streamline and support service delivery; ensuring that each learner has an
equitable opportunity to achieve; and ensuring that the infrastructure for education is
sufficiently adequate to meet the goals and objectives for service delivery.
An analysis of the circumstances in the Department has revealed that a targeted array of
critical interventions will provide firm grounding for enhancing educational services and
thus creating a momentum for development and educational achievement. Among the
priority areas for focus are the following:
� Amending or replacement of the Province’s schools law
� Ensuring the establishment and functioning of advisory structures in education
� Strengthening policy frameworks for learner admissions in Public Schools
� Creating effective and efficient systems and policy for managing learner conduct and
disciplinary hearings
� Maintaining integrity and efficiency in the conduct of examinations and assessments
� Creating greater equity and efficiency in the governance, funding and oversight of
public schools
� Establishing greater capacity and more effective policies and systems for the
administration of school fees and public school finances including budgets, school
funds, financial statements and school audit reports
� Establishing policies and support systems for enhancing the performance of learner
representative councils
� Enhancing policies, systems and monitoring structures for the registration, funding
and oversight of independent schools
� Enabling the transformation and responsiveness of public Further Education and
Training institutions through proper governance, funding and oversight
� Enhancing the effectiveness, efficiency and productivity of public adult learning
centres through proper governance, funding and oversight
� Enhancing the rationalization of schools to enhance the efficiency of education and
promote greater equity in the availability of curriculum options and quality education
� Ensuring the adequacy of resources and facilities of the proper administration and
delivery of education
8.3 Departmental Strategic Goals
In light of the analysis of circumstances and the priority areas identified, 9 goals were
identified to frame the strategic focus and activities of the Department. These strategic
goals form the foundation of what the Department seeks to accomplish within the
planned period.
