This information is included for two reasons. First, it was one of the underlying sentiments of the strategic planning process that the structure and content of the plan document must be reader friendly, accessible and readily understood by all officials in the Department and by the Department’s stakeholders. During the planning process, there was some confusion among a few staff members regarding the limits of particular programmes and subprogrammes for accommodating some activities. The second reason for presenting this table is to create a more in-depth understanding of the purpose and structure of funding within the Department among the entire Department’s staff. 5 Year ECDoE Strategic Plan for 2005-06 2005/06 to 2009/10 2009-10. Public Secondary Schools To provide public ordinary education from Grades 1 to 12 in accordance with the South African Schools Act. 2.3. Professional Services Goods, Services and Payments included 2.4. Human Resource Development Includes all publicly funded goods and services specific to the provisioning of Grade 1 to Grade 12 education in public ordinary schools. Both goods and services purchased by the Department, and transfer payments to Section 21 schools from the state are included here. 2.5. In-school Sport and Culture 2.6. Conditional Grants (SNP) Programme 3 Independent School Subsidies 3.1 Primary Phase Objective: 3.2 Secondary Phase To support independent schools in accordance with the South African Schools Act. Goods, Services and Payments included Includes transfer payments to independent schools in accordance with the Norms and Standards for School Funding to support the provisioning of goods and services required for education in those schools. Programme 4 Public Special School Education 4.1. Schools Objective: 4.2. Professional Services To provide compulsory public education in special schools in 4.3. Human Resource Development accordance with the South African Schools Act and White Paper 6 on inclusive education. Goods, Services and Payments included 4.4.
