DEVELOPING AND SUSTAINING<br />
Sustaining Childcare Services in <strong>County</strong> <strong>Donegal</strong><br />
DCCC work to sustain childcare services through the implementation of the<br />
National Childcare Investment Programme (NCIP) on behalf of the Office for the<br />
Minister for Children and Youth Affairs (OMCYA) at local level.<br />
The main objective of the NCIP is to assist all parents to access a quality<br />
childcare service. DCCC provides quality supports and services in <strong>County</strong> <strong>Donegal</strong><br />
around the following Government initiatives aimed at developing and sustaining<br />
childcare:<br />
CHILDCARE INFRASTRUCTURE<br />
DCCC offer support to community and private childcare providers to compile a<br />
proposal for the development of a childcare service or to extend an existing<br />
service based on an assessment of local need.<br />
The Early Childhood Care and Education Initiative (ECCE)<br />
The ECCE Initiative provides for a free Pre-school year in an early childhood care<br />
and education setting for all children in the year before they start primary school.<br />
The scheme is open to all private and community pre-school services that meet<br />
the requirements of the scheme. An annual capitation grant is made to<br />
participating services for each child enrolled. DCCC plays an important role in<br />
supporting the ECCE scheme, particularly as a contact point between services<br />
and parents.<br />
The Community Childcare Subvention Scheme (CCSS)<br />
DCCC offer support to community childcare providers to access funding under the<br />
CCSS. The CCSS aims to support community based childcare services to provide<br />
quality childcare services at reduced rates to qualifying families.<br />
The National Childminding Initiative (CMI)<br />
The CMI provides support to childminders and people interested in becoming<br />
childminders. Under the initiative childminders can access quality awareness<br />
training, childminding development grants and become voluntary notified. This<br />
initiative is supported by HSE West and is delivered locally by DCCC.<br />
The Parent and Toddler Initiative<br />
Based on an annual funding allocation from OMCYA, DCCC has the responsibility<br />
to administer a grant to parent and toddler groups on an annual basis aimed at<br />
supporting the sustainability of parent and toddler services in the county.<br />
