o Social Inclusion Unit<br />
o AM Conlon outlined details of activity being undertaken by the <strong>Donegal</strong> <strong>County</strong> <strong>Council</strong><br />
Social Inclusion Unit as follows:<br />
o A staff handbook is currently being prepared to raise awareness of social inclusion<br />
within <strong>Donegal</strong> <strong>County</strong> <strong>Council</strong>. This will be circulated to all staff and councillors<br />
once completed.<br />
o It is proposed to hold a social inclusion week later in the year to raise awareness of<br />
poverty and social inclusion issues amongst staff and elected members of the<br />
<strong>Council</strong>.<br />
o AM Conlon urged members of SIM who would like to participate in this event to contact<br />
either herself or Donna McGroarty.<br />
o Ethnic Minority Survey<br />
o C Gallagher advised that this is currently at print stage.<br />
o Fuel Poverty<br />
o AM Conlon updated the group in relation to the evaluation of the 2008 Keeping Warm<br />
Initiative and it was agreed that a follow up meeting would take place once the evaluation<br />
is complete.<br />
5. Peace III<br />
o With regard Priority 2.1, P Skinnader advised that of the 37 projects submitted, 28 have<br />

Homelessness<br />
o S McLaughlin advised that a meeting of the Youth Homeless Forum has taken place since<br />
the last SIM meeting and a further meeting is proposed for the 26 th Feb. in order to identify<br />
blockages.<br />
o The meeting was advised that no mechanism currently exists to capture information on<br />
youth homelessness (under 18’s).<br />

This measure is currently closed but may re-open again later in 2009.<br />
AM Conlon advised that applications received under the Small Grants Scheme of the Peace<br />
III Action Plan are currently being assessed. 85 applications have been received and an<br />
evaluation panel meeting will be held on Thursday, 19 th Feb. The <strong>Donegal</strong> CDB Peace &<br />
Reconciliation <strong>Part</strong>nership will make their decisions on the 3 rd of March.<br />
o Proposals for the roll-out of the Strategic Interventions are currently being examined and<br />
the following delivery mechanisms will be put before the <strong>Part</strong>nership:<br />
o Grant Scheme<br />
o Procurement<br />
o Delivery via the <strong>Part</strong>ners<br />
o AM Conlon advised that clarification is awaited from the SEUPB on a number of issues<br />
including advance payments.<br />
7. Update report on LDSIP<br />
o G O’Maolain advised that confirmation on the 2009 Programme is awaited from Pobail who<br />
in turn are waiting on direction from the Department.<br />
o Udaras/MFG are responsible for the LDSIP in the Gaeltacht region.<br />
o Allocations for the 9 CDP’s have been cut by 6% with possible further cuts before the end<br />
of the year.<br />
o It was suggested that Frank Kelly from DLDC be invited to the next meeting to outline<br />
details of the NRDP.<br />
8. Schedule of Meetings for 2009<br />
The proposed schedule of meetings was agreed for 2009.<br />
Next meeting to take place on the 21 st April 2009.<br />
