o Social Inclusion Unit
o AM Conlon outlined details of activity being undertaken by the Donegal County Council
Social Inclusion Unit as follows:
o A staff handbook is currently being prepared to raise awareness of social inclusion
within Donegal County Council. This will be circulated to all staff and councillors
once completed.
o It is proposed to hold a social inclusion week later in the year to raise awareness of
poverty and social inclusion issues amongst staff and elected members of the
Council.
o AM Conlon urged members of SIM who would like to participate in this event to contact
either herself or Donna McGroarty.
o Ethnic Minority Survey
o C Gallagher advised that this is currently at print stage.
o Fuel Poverty
o AM Conlon updated the group in relation to the evaluation of the 2008 Keeping Warm
Initiative and it was agreed that a follow up meeting would take place once the evaluation
is complete.
5. Peace III
o With regard Priority 2.1, P Skinnader advised that of the 37 projects submitted, 28 have

o S McLaughlin advised that a meeting of the Youth Homeless Forum has taken place since
the last SIM meeting and a further meeting is proposed for the 26 th Feb. in order to identify
blockages.
o The meeting was advised that no mechanism currently exists to capture information on
youth homelessness (under 18’s).

AM Conlon advised that applications received under the Small Grants Scheme of the Peace
III Action Plan are currently being assessed. 85 applications have been received and an
evaluation panel meeting will be held on Thursday, 19 th Feb. The Donegal CDB Peace &
Reconciliation Partnership will make their decisions on the 3 rd of March.
o Proposals for the roll-out of the Strategic Interventions are currently being examined and
the following delivery mechanisms will be put before the Partnership:
o Grant Scheme
o Procurement
o Delivery via the Partners
o AM Conlon advised that clarification is awaited from the SEUPB on a number of issues
including advance payments.
7. Update report on LDSIP
o G O’Maolain advised that confirmation on the 2009 Programme is awaited from Pobail who
in turn are waiting on direction from the Department.
o Udaras/MFG are responsible for the LDSIP in the Gaeltacht region.
o Allocations for the 9 CDP’s have been cut by 6% with possible further cuts before the end
of the year.
o It was suggested that Frank Kelly from DLDC be invited to the next meeting to outline
details of the NRDP.
8. Schedule of Meetings for 2009
The proposed schedule of meetings was agreed for 2009.
