Level 1 Actions Part B: Level 3 Actions - Donegal County Council

• Liam Kelly referred to action 5.2.3 and queried the availability of resources in terms
of finance to carry out this work. Sean Staunton stated that he hoped that there
would be funding available under the auspices of Social Policy in the Citizens
Information Board to carry out this work.
• Liam Kelly referred to action 5.2.4 and queried if the Council should be the lead in
relation to this action. Anne Marie Conlon stated that the Social Inclusion Unit in
Donegal County Council would be willing to co-ordinate this action but that it would
be necessary for the various interested agencies to contribute to the cost of training.
Having considered the plan, the Interagency Group on Traveller Issues endorsed this
Strategic Plan on the proposal of Liam Kelly and seconded by Mary Surpless.
4. Feedback on Priority Actions
• Tenant Participation Pilot Project
Anne Marie Conlon referred to report from the subgroup set up to progress a pilot Tenant
Participation Project and the contents of this report was noted. A discussion took place in
relation to the lessons learned from the project and it was agreed that the lessons learned
from the project should be applied to similar projects involving other families in the county.
In this regard it was agreed that the group should look at documenting the lessons learned
from this project and report back to the IAG.
• Pavee Pathways
Anne Marie Conlon referred to progress report from Pavee Pathways group and it was
noted that it was proposed to launch this project shortly. A discussion took place
regarding this issue and concern was expressed about launching project at this time given
the increasing levels of unemployment and that the project could attract negative publicity.
Following a detailed discussion it was agreed to proceed with launch.
5. Donegal Peace III Action Plan
Anne Marie Conlon referred to the Donegal Peace III Action Plan and to the action
included in the plan regarding building better relationships between the Traveller and
settled community. She noted that Donegal County Council were keen to develop a
proposal under the auspices of the Donegal CDB Interagency Group on Traveller Issues to
deliver upon this action. In this regard, it was recommended that a small subgroup should
meet to discuss the development of this proposal. The following expressed their interest in
participating in this group: Siobhan McLaughlin, Maire O’Leary and Liam Kelly via Fergus
McAteer, Traveller Accommodation Officer. Gerry Davenport as stated that the Gardaí
would be interested in participating.
6. AOB
Liam Kelly informed the group that Donegal County Council had adopted the new Traveller
Accommodation Programme in February 2009.

It was agreed that the next meeting of this group would be 9 June 2009
