- an elected member who is a member of the <strong>County</strong>/City<br />

Development Board.<br />

• The Chairperson of the SIM Group should be selected from among the<br />

Group’s members;<br />

• Where working groups of the SIM Group are established, these should be<br />

open to stakeholders with particular knowledge and expertise on the topic<br />

in question, but with due regard to the need to avoid the size of the group<br />

becoming too large and unwieldy.<br />

• In order to ensure continuity in the work of the SIM Group, members<br />

should remain in the group for a minimum of two years and ideally longer.<br />

After a maximum of three years, the nominating bodies should be asked<br />

to confirm their mandate for their SIM members, or select new members<br />

if they consider this is necessary. It should be noted however, that State<br />

agency representatives continue to be members of SIM Groups until they<br />

cease to hold the position in their agency through which they came to be<br />

a SIM Group member.<br />

• Other bodies with a social inclusion remit, as determined by the CDB,<br />

may also be represented on the SIM Group, having regard to the need to<br />

avoid membership becoming too large.<br />

3. Operational Matters<br />

• The SIM Group should continue to operate as a sub-committee of the<br />

<strong>County</strong>/City Development Board and staff from the Community and<br />

Enterprise Department of the local authority should continue to service<br />

the SIM Group. However, it is highly desirable that all agencies<br />

represented on the SIM Group should also provide practical support<br />

(including secondment of staff for specific projects) where relevant and<br />

appropriate and take lead responsibility for specific actions, as required.<br />

• SIM Groups should meet around six times a year. However, in order to<br />

maximise efficiency, SIM Groups may set up sub-groups to carry out<br />

specific tasks, where this is considered necessary.<br />

• All SIM Groups, including sub-groups, should have a simple structure.<br />

Any such sub-groups should however have very clear time-bound remits
