The <strong>Part</strong>nership Agreement as circulated was reviewed and agreed. Having reviewed the<br />

<strong>Part</strong>nership Agreement, the <strong>Part</strong>nership Members were asked to sign same, if they were<br />

agreeable with the content. This was noted.<br />

PR/26/09 Training Workshop – 17 th June 2009<br />

Ms Anne Marie Conlon advised the <strong>Part</strong>nership Members that a training workshop on<br />

Publicity and Financial requirements would take place on 17 th June 2009 to facilitate all<br />

grant recipients in drawing down their funding and to assist them in meeting the publicity<br />

requirements of the Peace III Programme. She further advised that it is hoped to hold a<br />

further workshop on Monitoring & Evaluation in September. This was noted.<br />

PR/27/09 BA/CRC Update<br />

Mr Paul Skinnader introduced Ms Anne Molloy, Regional Case Officer, Border Action to<br />

the <strong>Part</strong>nership.<br />

Mr Paul Skinnader advised that he hoped the issue with regard to conflict of interest would<br />

be resolved as soon as possible.<br />

Referring to an earlier item at today’s meeting - Schedule 2 – Considerations with regard to<br />

applications subject to a closed call under Small Grants Scheme and in particular to CEU/SGS/82B<br />

– BASICC, Mr Paul Skinnader advised that Border Action have an issue with the fact that this<br />

project was deferred to be brought back before the <strong>Part</strong>nership for the third time. This was noted.<br />

Mr Paul Skinnader asked the <strong>Part</strong>nership Members if they were happy to be contacted directly by<br />

the consortium with regard to workshops / events. This was agreed.<br />

He further advised that the consortium were asked by the SEUPB to meet with the Secretariat in<br />

relation to the Implementation Plan. This was noted.<br />

Mr Paul Skinnader referring to the <strong>Part</strong>ner Proposal submitted by <strong>Donegal</strong> <strong>County</strong> <strong>Council</strong>, advised<br />

that each action could be scored separately into 5 constituent parts. He advised he would be<br />

concerned that an economic appraisal would be required. He advised that Niall Smyth or Brenda<br />

Hegarty would respond directly to the <strong>Part</strong>nership in this regard.<br />

Mr Paul Skinnader advised that he would like to acknowledge the work being carried out by the<br />

secretariat and the efforts being put in place to meet N+2. This was noted.<br />

Cllr Dessie Larkin and Cllr Francis Conaghan reiterated these comments.<br />

Mr Garry Martin advised that he would prefer that an economic appraisal be carried out if the<br />

regulations required it and further advised that he would be led by the direction from the SEUPB in<br />

this regard.<br />

With regard to the derogation on the moratorium on staff recruitment, Mr Garry Martin advised that<br />

the <strong>Part</strong>nership were still awaiting direction in this regard.<br />

PR/28/09 Schedule 5 – Applications to deliver a range of Strategic Interventions<br />

The <strong>Donegal</strong> CDB Peace & Reconciliation <strong>Part</strong>nership noted the number and type of<br />

application received to deliver a range of Strategic Interventions, as circulated.<br />
